The State of Qatar participated in organizing a high-level side event titled "The Next Generation of Humanity: Youth Leadership in International Humanitarian Law" on the sidelines of the 62nd session of the Human Rights Council in Geneva.
The event was jointly organized by the Permanent Mission of Qatar to the United Nations Office in Geneva, the Permanent Missions of Jordan and Brazil, and QatarDebate Center. It brought together representatives of diplomatic missions, international and regional organizations, civil society groups, and experts working in the fields of international humanitarian law, youth empowerment, and peacebuilding.
Qatar Stresses Need for Greater Commitment to Humanitarian Law
Speaking at the event, Qatar's Permanent Representative to the United Nations Office in Geneva, Dr. Hind Abdulrahman Al Muftah, said that addressing ongoing gaps in the implementation of international humanitarian law requires stronger political commitment and collective international action.

She emphasized that governments have the primary responsibility to respect and ensure compliance with international humanitarian law. She also highlighted the important role of the international community, including the United Nations, humanitarian organizations, civil society groups, and regional actors, in supporting accountability, improving humanitarian access, and protecting civilians during armed conflicts.
Qatar Reaffirms Global Commitment
Dr. Al Muftah reaffirmed Qatar's commitment to promoting respect for international humanitarian law at national, regional, and international levels.
She noted that Qatar currently serves as co-chair of the third workstream on International Humanitarian Law and Peace under the International Committee of the Red Cross (ICRC) Global Initiative. According to her, this role reflects Qatar's ongoing efforts to strengthen the implementation of humanitarian principles worldwide.
Human Rights Council Resolution Highlighted
During her remarks, Dr. Al Muftah also highlighted the unanimous adoption of a Human Rights Council resolution in October 2025 titled "Promoting and Protecting the Human Rights of Women and Children in and after Conflict: Ensuring Justice, Remedies and Reparation for Victims."
The resolution was jointly presented by Qatar and Costa Rica and aims to strengthen protection, accountability, and access to justice for victims affected by armed conflicts, particularly women and children.

Focus on Youth Empowerment and Awareness
The event was held at a time when the implementation of international humanitarian law continues to face significant challenges in conflicts around the world.
Participants discussed ways to improve respect for humanitarian rules and principles, address implementation gaps, and increase awareness among younger generations. Special attention was given to the role of youth in promoting humanitarian values, supporting peacebuilding efforts, and fostering a culture of respect for international humanitarian law.
The Geneva event underscored the growing importance of youth engagement in global humanitarian efforts. Through cooperation with international partners, Qatar continues to support initiatives aimed at strengthening humanitarian law, protecting civilians, and encouraging young people to play an active role in building a more peaceful and responsible future.
