Saudi Arabia, China Partner To Build €10bn Vehicle Plant

Post by : Mariam Al-Faris

The Jazan Chamber of Commerce and Industry has signed a major cooperation agreement with Xincheng Jiao Technology, a leading Chinese company, to establish a modern and advanced vehicle manufacturing plant in the Kingdom of Saudi Arabia. This significant partnership is valued at around €10 billion and will span a period of 15 years, reflecting both nations’ commitment to advancing industrial development and deepening economic cooperation.

The agreement marks a new stage in the economic relationship between Saudi Arabia and China, two nations that have increasingly strengthened ties through trade, investment, and industrial partnerships. The project, centered in Jazan, aims to develop a full-fledged vehicle production facility equipped with state-of-the-art technology. Both parties see this as a strategic opportunity to transfer knowledge, create local jobs, and boost the Kingdom’s industrial capacity.

This cooperation aligns closely with the ambitious objectives of Saudi Vision 2030, the Kingdom’s long-term plan to diversify its economy and reduce dependence on oil revenues. By localizing vehicle production and introducing advanced manufacturing capabilities, the project supports Vision 2030’s focus on innovation, sustainability, and private-sector participation. The factory will serve as a key enabler of industrial transformation, contributing to Saudi Arabia’s broader goal of building a competitive and knowledge-based economy.

According to the agreement, Xincheng Jiao Technology will invest approximately €10 billion over the next 15 years. The investment will cover the design, construction, equipment installation, and operational stages of the new vehicle factory. This long-term commitment highlights China’s growing confidence in Saudi Arabia’s economic environment, strong infrastructure, and favorable investment policies.

The new vehicle plant is expected to have a major impact on the local economy. It will create a large number of skilled and semi-skilled job opportunities for Saudi citizens, offering training and professional development programs to prepare them for roles in advanced automotive production. The project will also strengthen local supply chains by engaging Saudi companies in providing raw materials, logistics, and other services related to the automobile industry.

One of the most important elements of the partnership is technology transfer. Through collaboration with Xincheng Jiao Technology, Saudi engineers and technicians will gain access to global expertise in vehicle design, production efficiency, and sustainable mobility solutions. This will help the Kingdom develop its own industrial capabilities while ensuring that the vehicles produced meet the highest international standards in safety and performance.

The planned facility will focus on modern and environmentally friendly vehicles, including the potential for electric and hybrid models. This aligns with Saudi Arabia’s growing efforts to reduce carbon emissions and transition toward green technologies. The project will also explore research and innovation in vehicle energy efficiency, materials science, and smart mobility solutions — all central themes in the global automotive industry’s evolution.

The Jazan Chamber’s partnership with a leading Chinese company symbolizes the deepening economic cooperation between the two countries. China has become one of Saudi Arabia’s most important trade partners, with collaborations spanning energy, manufacturing, infrastructure, and technology. This project further strengthens these ties, demonstrating the shared commitment to mutual growth and long-term collaboration in key sectors.

Jazan is strategically located and has been emerging as one of Saudi Arabia’s key industrial regions under the Kingdom’s regional development plan. The establishment of this new factory will enhance Jazan’s status as a hub for advanced industries and investments. The region’s port facilities, infrastructure, and connectivity make it an ideal location for manufacturing and export operations, offering strong advantages for international investors.

The vehicle factory agreement not only supports industrial diversification but also contributes to Saudi Arabia’s strategy of attracting foreign direct investment (FDI). By bringing in global expertise and capital, the Kingdom is accelerating its transformation into a high-tech, production-driven economy. The success of this initiative could encourage further joint ventures in sectors like renewable energy, digital manufacturing, and logistics.

The signing of this agreement between the Jazan Chamber of Commerce and Industry and Xincheng Jiao Technology marks a milestone in Saudi Arabia’s path toward industrial independence and economic modernization. The €10 billion project represents more than just a factory — it is a symbol of confidence, partnership, and shared vision for the future. As both nations work together to bring this initiative to life, the new vehicle manufacturing plant is set to drive innovation, employment, and prosperity, reinforcing the goals of Saudi Vision 2030 and positioning the Kingdom as a leading industrial power in the region.
