Kremlin Ties Ukraine Ceasefire to Full Withdrawal from Donbas

The Kremlin has reiterated its stringent conditions for halting hostilities in Ukraine. On Friday, Yury Ushakov, foreign policy aide to the Kremlin, stated that a ceasefire could only be achieved if Ukrainian troops completely withdraw from the Donbas region. His remarks were featured in the Russian newspaper Kommersant and drew widespread international attention.

This statement indicates Russia’s reluctance to reach a compromise, as it demands full dominion over Donetsk and Luhansk, the two provinces encompassing Donbas. Currently, Moscow has control over all of Luhansk and approximately 80% of Donetsk, but several significant cities, including Sloviansk and Kramatorsk, are firmly held by Ukrainian forces.

Ushakov stated unequivocally, “A ceasefire can only occur following the withdrawal of Ukrainian forces.” He cautioned that if Ukraine fails to comply through negotiations, Russia would resort to force to reclaim the territory.

A New Approach for Control in Donbas

As per Kommersant's report, Ushakov also outlined a potential peace framework. He suggested that the Russian military might not need to maintain a presence in the Ukrainian-controlled sectors of Donbas post-agreement. Instead, control could transition to the Russian National Guard, also known as Rosgvardiya.

He clarified that this arrangement might allow the absence of both Russian and Ukrainian military forces in those zones, with only Russian police and the national guard deployed to “ensure order” and oversee daily activities.

This proposal reveals Russia's desire for sustained control in the area while hinting at a possible reduction in its military footprint. However, any form of Russian law enforcement in Ukrainian domains would be unacceptable to Kyiv.

Understanding the Russian National Guard

Rosgvardiya is a formidable internal security entity with approximately 400,000 personnel. It has played a notable role in the conflict since its onset in 2022, with some units hailing from Chechnya, known for its fiercely loyal fighters contributing to Russia’s military strategies.

This year, Russia enacted legislation permitting the national guard to deploy heavy weaponry, including tanks and artillery, signifying an escalation in its operational scope and combat capacity.

Implications for Peace Negotiations

Ushakov’s remarks underscored Russia's demand for complete oversight over Donbas as a precondition for ceasing combat. For Ukraine, retreating from these territories is not feasible. President Volodymyr Zelenskyy has consistently reaffirmed Ukraine’s commitment to defending its land and people.

This results in a stifled environment for peace discussions, with both nations entrenched in positions deemed vital for their sovereignty. Russia seeks acknowledged control over Donbas, while Ukraine strives to safeguard its territory.

The global community remains hopeful for dialogue, but the statements from Friday reveal that Moscow is not easing its demands.

A Prolonged Conflict Ahead

As winter sets in, the war continues to inflict casualties and disrupt millions' lives. The cities in Donbas remain critical battlegrounds. The prospect of Rosgvardiya stepping in to replace the Russian army in select regions raises essential questions about Russia's long-term strategy in Ukraine.

For the time being, achieving a ceasefire seems unattainable. Both nations maintain their positions, with the battlefield continuing to influence the region’s future.
