The Motion Picture Association (MPA) has sent a cease-and-desist notice to Meta, asserting the company wrongly links Instagram's new teen content restrictions to the official PG-13 movie rating.
In the letter dated October 28 and addressed to Meta's Chief Legal Officer Jennifer Newstead, the MPA argued that describing Meta's moderation tools as equivalent to PG-13 is "literally false and highly misleading." The association emphasized that film ratings stem from a deliberative, consensus-driven process, in contrast to automated moderation systems.
Meta announced last month that it would curb certain content for users under 18, saying the change was informed by the PG-13 benchmark. The company framed the update as a way to give parents greater confidence in teens' online environments.
The MPA highlighted that PG-13 is a registered certification mark and warned that its unauthorized use could weaken trust in the established rating system. It demanded Meta cease referencing PG-13 in connection with its teen safety features and requested a reply by November 3.
A Meta spokesperson responded that the company never claimed a formal partnership with the MPA or that Instagram content had been officially rated. "Our filters are intended to protect teens, not to replicate a film-rating process," the spokesperson said, while expressing openness to engage with the MPA to resolve the issue.
Meta has recently rolled out tighter safety controls across its services for younger users amid criticism and legal challenges alleging inadequate protection for minors. The firm has also added parental controls, including the ability to disable private chats between teens and AI characters.
As regulators increase focus on AI and youth protections, the dispute highlights friction between technology platforms’ internal moderation approaches and the entertainment sector’s established rating authorities.
