Oman Joins GCC Justice Meeting To Boost Gulf Legal Cooperation

Post by : Mariam Al-Faris

The Sultanate of Oman took part in the 27th meeting of the Undersecretaries of the Ministries of Justice of the Gulf Cooperation Council (GCC) member states. The important meeting was hosted in Kuwait and brought together senior officials from all GCC countries. Oman was represented by His Excellency Dr. Yahya bin Nasser Al-Khusaibi, who is the Undersecretary of the Ministry of Justice and Legal Affairs. His participation highlighted Oman’s active role in shaping joint justice policies across the region.

Purpose Of The Meeting

The main aim of the meeting was to strengthen cooperation among the Gulf states in the field of justice and law. The Gulf Cooperation Council countries share strong historical, cultural, and social ties. However, legal and justice systems in each country sometimes differ. To deal with common challenges, the GCC has been working for years to build unified policies. This meeting was a continuation of these efforts, ensuring that the legal systems of the Gulf countries move closer together in cooperation and unity.

Oman’s Initiative For Legal Integration

One of the key discussions at the meeting was based on an initiative first proposed by Oman. This initiative is designed to enhance judicial integration among GCC states. Oman suggested that the countries should create common rules and shared policies to face legal challenges together. This would make justice systems more efficient and provide equal standards across the region. Oman’s idea was warmly welcomed by other GCC members, as it reflects a shared desire for unity and cooperation.

Combating Discrimination And Hate Speech

One of the most serious topics discussed was the creation of unified rules to fight discrimination, hate speech, and insults against religions and religious beliefs. With the rise of social media and fast communication, hate messages can spread quickly and harm social unity. The GCC wants to take strong action to prevent this. The unified rules will ensure that every Gulf country has similar laws to punish hate speech, protect religious harmony, and promote respect for all communities. Oman strongly supported this move, as it matches its vision of peace and coexistence.

Tackling Human Trafficking Together

Another key issue discussed was human trafficking, which is a global problem and also affects the Gulf region. Trafficking involves illegal exploitation of people, often for labor or other abuses. The GCC members agreed on drafting common rules to fight human trafficking. These rules will include prevention measures, protection of victims, and strict punishment for those involved in trafficking. By adopting a shared framework, the GCC hopes to close any legal gaps that traffickers might exploit between different Gulf states. Oman expressed its commitment to fully cooperate on this front.

Fighting Cybercrime Across The Gulf

The meeting also discussed cybercrimes, which have become one of the fastest growing global challenges. With the rapid spread of technology, criminals are increasingly using digital tools to commit fraud, theft, and other offenses. Cybercrime can cross borders easily, so one country’s laws are not enough to stop it. The GCC members therefore worked on creating draft unified rules to fight crimes in information technology. These rules will help the countries share information, coordinate investigations, and ensure that criminals cannot escape justice by moving between Gulf states.

Strengthening International Cooperation

The meeting also reviewed a detailed report about the work of the Committee of Heads of Departments of International Cooperation and International Relations within the Ministries of Justice of the GCC countries. This report covered the activities of the year 2025 and showed how the member states have been cooperating with international organizations, sharing legal knowledge, and building strong ties with partners around the world. The aim is to ensure that the Gulf region remains connected to global developments in law and justice.

Oman’s Strong Representation

His Excellency Dr. Yahya bin Nasser Al-Khusaibi led Oman’s delegation with professionalism and commitment. He shared Oman’s views on the need for unity, justice, and fairness in all GCC countries. Oman has always played an active role in GCC meetings, and this event in Kuwait was another example of the country’s dedication to regional cooperation. The participation of Oman also showed its belief in diplomacy, dialogue, and peaceful solutions for complex problems.

Importance Of GCC Legal Unity

Legal unity among GCC countries is not only about laws but also about building stronger trust between societies. When citizens and businesses know that similar rules exist across borders, it encourages trade, travel, and cultural exchange. For example, combating human trafficking requires strong cooperation because criminals often operate across borders. Similarly, cybercrime prevention needs shared strategies because the internet has no boundaries. By working together, the GCC countries are making their region safer and fairer for all.

Long-Term Vision For Gulf Justice

The GCC members agreed that the steps taken in this meeting were not the end but part of a long-term plan. The Gulf countries will continue to develop more joint rules and systems in the future. They will also monitor how well the new rules are being followed and make improvements when needed. The goal is to create a region where justice is strong, fair, and respected everywhere. Oman, through its initiative and active participation, has shown that it will remain a leader in pushing this vision forward.

The 27th GCC Justice meeting in Kuwait marked another important step in the journey toward legal cooperation in the Gulf region. Oman played a leading role by pushing forward its initiative for judicial integration. The meeting covered many sensitive and urgent topics, such as hate speech, human trafficking, and cybercrime. By agreeing to draft unified rules, the GCC countries are showing their seriousness in facing these challenges together. For Oman, this was also an opportunity to highlight its values of justice, fairness, and unity. The progress made at this meeting will benefit not only governments but also the people of the Gulf, who can look forward to a safer and more just future.
