H.H. Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah and President of the University of Sharjah, witnessed a landmark signing of Memorandums of Understanding (MoUs) under the Knowledge Partnerships Programme for Government Performance and Excellence during the UAE Government Annual Meetings 2025 in Abu Dhabi.
The initiative, designed to train and qualify specialists in government excellence, brings together leading academic institutions to implement the “Certified Assessor in Government Excellence – Individual Assessment” programme. The Prime Minister’s Office signed MoUs with the University of Sharjah, Hamdan Bin Mohammed Smart University, Anwar Gargash Diplomatic Academy, Sheikh Khalifa Government Excellence Programme, and Rabdan Academy, in addition to a joint working agreement with the Federal Authority for Government Human Resources and the UAE Government Leaders Programme.
Sheikh Sultan Al Qasimi emphasised that the programme represents a significant step in building national capabilities specialised in evaluating institutional and individual performance based on scientific foundations and in alignment with the Sheikh Khalifa Government Excellence Programme standards.
“This initiative reflects the University of Sharjah’s commitment to fostering national talent according to the highest academic and professional standards,” Sheikh Sultan said. “It strengthens government excellence frameworks, promotes a culture of quality and innovation, and prepares cadres capable of leading improvement across public and private sectors.”
The Certified Assessor programme will equip participants from federal, local, and private entities to assess performance using established criteria, producing evidence-based reports and professional presentations before judging panels. The programme ensures transparency, impartiality, and consistency in government evaluations.
On the sidelines of the MoU signing, H.H. Sheikh Sultan visited the Artificial Intelligence Experiences Pavilion, exploring innovative AI technologies showcased by government entities. He reviewed applications enhancing operational efficiency, improving service quality, and streamlining government services for the public. Representatives demonstrated how AI integration supports faster, more accurate, and accessible services, aligning with the UAE’s digital transformation vision.
The ceremony was attended by senior officials including Sheikh Fahim bin Sultan Al Qasimi, Chairman of the Department of Government Relations; Sheikh Mohammed bin Humaid Al Qasimi, Chairman of the Department of Statistics and Community Development; Sheikh Saud bin Sultan Al Qasimi, Director-General of the Sharjah Digital Department; Mohammad Al Gergawi, Minister of Cabinet Affairs; Ohood bint Khalfan Al Roumi, Minister of State for Government Development and the Future; and Zaki Anwar Nusseibeh, Cultural Advisor to the UAE President.
The Knowledge Partnerships Programme represents a significant milestone in the UAE’s ongoing efforts to elevate public services to world-class standards, strengthen national capabilities, and foster integration between academia, government, and private sectors for sustainable development.
