Singapore Partners with US in Nuclear Training Agreement

Singapore is advancing its nuclear energy readiness by entering into a critical training agreement with the United States, indicating a subtle shift in its long-term energy approach. This agreement centers on developing regulatory and safety skills as Singapore evaluates nuclear power as a feasible low-carbon energy option.

The deal was established between Singapore’s National Environment Agency (NEA) and the US Nuclear Regulatory Commission (US NRC), launching a two-year training program for officials from Singapore’s Nuclear Safety Division. This initiative aims to bolster technical understanding in essential areas such as reactor regulation, safety assessments, inspection methodologies, and risk analysis.

This partnership was formalized during an international nuclear safety conference held by the International Atomic Energy Agency (IAEA) in Vienna, highlighting a global commitment to enhance nuclear governance and safety protocols.

Although Singapore has not committed to nuclear energy deployment yet, it is gradually enhancing its institutional preparedness. Given the constraints on renewable energy land, the nation is exploring advanced nuclear technologies, particularly small modular reactors (SMRs), as a viable pathway to achieve its climate objectives and bolster long-term energy security.

This effort builds upon the US-Singapore “123 Agreement” signed in 2024, allowing collaboration in civil nuclear technology and knowledge sharing. Through this partnership, significant technical exchanges and capacity-building initiatives have been initiated.

Furthermore, Singapore is focusing on developing local expertise. The Singapore Nuclear Research and Safety Institute, founded at the National University of Singapore in 2025, aims to cultivate a new generation of nuclear professionals by 2030. Additionally, the NEA is conducting various studies to assess environmental impacts, safety standards, and international best practices in nuclear energy deployment.

As global energy demands surge and climate challenges intensify, Singapore’s careful and strategic approach mirrors a worldwide trend among countries investigating the potential of nuclear power as a clean and sustainable energy alternative.
