UAE to Host First Single-Site PVC Complex in Ruwais After AED7.34bn EPC Award

TAZIZ, the joint venture between ADNOC and ADQ, has signed a AED7.34 billion (US$1.99 billion) EPC agreement with China National Chemical Engineering & Construction Corporation Seven, Ltd. (CC7) to construct the UAE’s inaugural integrated single-site PVC manufacturing complex in Ruwais. The development will be among the largest PVC facilities globally.

Strategic industrial milestone

The Ruwais plant is designed to deliver 1.9 million tonnes per year of PVC, along with ethylene dichloride (EDC), vinyl chloride monomer (VCM) and caustic soda. These products are key inputs for construction, packaging, infrastructure and healthcare applications, serving both domestic needs and export markets.

As part of TAZIZ’s Phase 1 chemicals cluster, which aims for 4.7 million tonnes per annum of capacity, the PVC project complements recently awarded ammonia and methanol facilities, reinforcing the UAE’s role as a major chemicals producer in the GCC.

Economic and employment implications

Beyond raw production, the complex is expected to stimulate downstream manufacturing and new industrial supply chains across the UAE. TAZIZ anticipates around 6,000 permanent roles once the plant is operational and approximately 20,000 construction jobs during the build phase. Annual output could, for example, supply water pipes for roughly 10 million homes or support production of over 100 billion credit cards.

Transforming the UAE's industrial base

Phase 1 of TAZIZ is projected to add AED183 billion (US$50 billion) to the national economy, enhancing industrial resilience and attracting high-value investment. With a completion target in late 2028, the Ruwais PVC complex is expected to significantly expand the UAE’s chemical manufacturing capabilities.
