UAE Establishes National Media Authority Under New Law

The UAE Government has enacted a new Federal Decree-Law aimed at forming the National Media Authority, marking a transformative phase for the nation's media sector. This authority will function as a federal public entity under the UAE Cabinet, and its primary objective is to align national media efforts, enhance communication practices, and cultivate a favorable image of the UAE both domestically and internationally.

Merger of Existing Media Entities

The legislation mandates that the National Media Authority absorb the roles and responsibilities of three significant existing organizations:

  • UAE Media Council

  • National Media Office

  • Emirates News Agency (WAM)

This transition includes the rights, responsibilities, ongoing contracts, and agreements of these bodies. By consolidating these entities, the UAE's goal is to eliminate redundancy, enhance operational efficiency, and formulate a clearer media strategy nationwide.

Core Objectives and Duties

The Decree-Law outlines critical commitments for the new Authority, such as:

  • Developing strategic media plans for the UAE

  • Facilitating policy coordination between federal and local media

  • Advancing the national media sector

  • Bolstering the UAE’s international media visibility

Through this unified strategy, the Authority aims to project a cohesive voice for the UAE, boosting credibility and ensuring consistent messaging on essential national matters.

Oversight of Media Licensing

A pivotal function of the Authority will involve regulation. It will set guidelines and standards for the licensing and monitoring of:

  • Traditional media services

  • Digital media channels

  • Publishing agencies

  • Media operations in free zones

This responsibility includes determining operational modalities for media outlets and ensuring compliance with established guidelines across printed, broadcast, and online content.

Upholding Content Standards

The Authority will play a vital role in establishing media content standards collaboratively with other governmental entities. These frameworks will guide ethical and factual reporting in all media sectors, ultimately fostering a positive image for the UAE on the global stage.

Additionally, the Authority coordinates the national media narrative to resonate with the UAE's values and ambitions.

Crisis Management and Misinformation Control

In the age of misinformation, the Authority is set to be at the forefront of media crisis management. Its responsibilities will include:

  • Early detection of media crises

  • Managing harmful or misleading information

  • Countering digital threats and misinformation

Establishing quick response strategies will also be part of its mandate to mitigate confusion during sensitive public events.

Enhancing Emirates News Agency (WAM)

The transformation of the Emirates News Agency (WAM) is a core objective of the Authority. This involves:

  • Fortifying WAM as the primary news communication platform

  • Expanding WAM’s global reach and translation capabilities

  • Creating an international network for correspondents

These enhancements will position WAM as a key global resource for multilingual UAE news.

Development of Media Talent

A significant focus will also be on training media professionals. The Authority will:

  • Foster national talent in media disciplines

  • Facilitate skill-building for journalists and media personnel

  • Aid in establishing multilingual media offerings

By nurturing homegrown expertise, the UAE aims to cultivate a robust, future-oriented media workforce.

International Representation for the UAE

The Authority will also engage in international diplomacy around media, including:

  • Registering foreign media representatives in the UAE

  • Leading media delegations abroad

  • Representing the UAE at international media events

All functions will be executed under Cabinet directives and in collaboration with relevant government bodies.

Governance Framework

The Decree-Law establishes a governance framework for the Authority which includes:

  • A director with specific authority

  • A deputy director

  • A board of trustees appointed by the Cabinet

  • A secretary-general accountable for policy execution

This structure ensures effective leadership and accountability.

Authority to Form Companies

The Authority will have the capacity to create or hold shares in limited liability companies with Cabinet consent, opening avenues for partnerships, business growth, and media investment.
