UAE Launches National MRV System to Boost Climate Action

The Ministry of Climate Change and Environment (MoCCAE) announced the launch of the National Measurement, Reporting, and Verification (MRV) system during GITEX GLOBAL 2025 in Dubai. This system is a key tool in advancing the UAE’s leadership in climate action and supporting the country’s goal of achieving NetZero by 2050.

Integrated Platform for Climate Governance

The MRV system is the first integrated national platform in the region to monitor greenhouse gas emissions and air pollutants. It provides a reliable database for decision-makers to create evidence-based policies and track the progress of various sectors in meeting the UAE’s climate and environmental objectives.

Supporting National and International Goals

The system aligns with the UAE Net Zero 2050 Strategy and the National Air Quality Agenda 2031. It also supports the Zero Government Bureaucracy Programme by streamlining complex administrative procedures into a simplified, effective process for all stakeholders.

Leadership Emphasizes Innovation and Sustainability

Dr. Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment, stated that the MRV system embodies the nation’s vision of innovation and digital transformation. She highlighted that sustainability is a strategic path to ensure prosperity, enhance the national economy, and foster innovation across key sectors.

Accurate Data for Informed Policies

Dr. Al Dahak stressed the importance of accurate data, saying, “We cannot manage what we cannot measure.” The MRV system enables precise measurement of emissions, supports climate commitments, and strengthens the UAE’s global leadership in environmental governance.

Contributions from Federal and Local Entities

The project involved cooperation with federal ministries, local governments, private and industrial sectors, and international partners. Dr. Shaikha Salem Al Dhaheri from the Environment Agency – Abu Dhabi highlighted the system’s role in integrating local data with federal standards to enhance policy-making and global compliance.

Digital Platform Enhances Decision-Making

Ahmed Mohammed bin Thani, Director General of the Dubai Environment and Climate Change Authority, praised the MRV system for providing an integrated mechanism to collect and analyze carbon-emission data. The platform enables transparency, accuracy, and informed policymaking in line with national and international climate goals.

Emirate-Level Participation

Officials from Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah emphasized the system’s strategic role in strengthening climate action frameworks, standardizing emissions measurement, and promoting sustainable decisions across all emirates.

Technical and Strategic Dimensions

Dr. Alanoud Alhaj Al Ali, Acting Assistant Undersecretary for Green Development and Climate Change Sector, explained that the system consolidates emissions monitoring and reporting, supports the Paris Agreement requirements, and provides a user-friendly platform for collaboration among national and local entities.

Development Journey and Efficiency Gains

The MRV system was developed over four years, including phases of analysis, design, pilot testing, and final deployment. It has streamlined processes, reducing emissions report preparation from 15 months to just 3 months. Workflows have been simplified, and governance coordination consolidated, saving thousands of manual work hours.

Empowering Sustainability and National Development

The system exemplifies the UAE’s commitment to efficient governance and sustainable development. By automating data collection and fostering collaboration among stakeholders, the MRV platform supports the nation’s environmental goals and strengthens its position as a global leader in climate action.
