UAE, Montenegro Start Joint Executive Leadership Programme

The governments of the UAE and Montenegro have begun the Montenegro Executive Leadership Programme to support government development and modernisation. The programme aims to train 23 senior officials from Montenegro by giving them practical knowledge, global experience, and modern tools to handle challenges and lead change in their institutions. This initiative also helps both countries exchange government expertise and improve strategic leadership skills that support innovation, cooperation, and sustainable development, strengthening the overall performance of Montenegro’s public sector.

The programme is being implemented in partnership with Hamdan Bin Mohammed Smart University and several UAE government bodies. It includes field visits, workshops, and interactions with 19 UAE experts. The training focuses on six main areas: financial management, tourism, public security, cybersecurity, digitalisation and artificial intelligence, and leadership skills. Key UAE partners include Dubai College of Tourism, the National Emergency Crisis and Disaster Management Authority, and the UAE Cyber Security Council.

Participants include high-level officials such as ambassadors, advisers, directors-general, and executive leaders. The programme combines virtual training with real-world projects to deliver deep, practical learning. Abdulla Nasser Lootah said that developing skilled government leaders through continuous learning is essential for future-ready governance. He noted that this programme strengthens cooperation between the UAE and Montenegro in sharing knowledge and best practices. Both countries formed a strategic partnership during the World Governments Summit 2025 to exchange successful government models. Since 2018, the UAE’s Government Experience Exchange Programme has supported many countries by sharing expertise in strategic planning, service improvement, and institutional development.
