UN Condemns Israel's Law on Utilities to UNRWA Facilities

Antonio Guterres, the UN Secretary-General, has expressed strong disapproval of a recently enacted Israeli law that permits the cessation of electricity and water supply to facilities operated by the UN agency dedicated to Palestinian refugees. The United Nations has cautioned that this legislation could critically undermine humanitarian initiatives and exacerbate the dire circumstances faced by countless Palestinians reliant on these essential services.

A spokesperson from the UN stated that halting basic utilities would severely hinder the operations of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which provides vital education, healthcare, and emergency assistance in Gaza, the West Bank, East Jerusalem, Jordan, Lebanon, and Syria.

The UN reiterated that international law offers explicit protections to UNRWA and its properties. The Convention on the Privileges and Immunities of the United Nations designates UN assets as inviolable and prohibits interference. The spokesperson emphasized the critical role of UNRWA within the UN framework, particularly in aiding refugees.

Philippe Lazzarini, UNRWA's Commissioner-General, also decried the legislation, labeling it an attempt to systematically erode the agency's functionality. He indicated that the disruption of utilities appears to be part of a broader strategy to undermine UNRWA and hinder its operations during a period of escalating humanitarian needs.

Earlier in 2024, Israel's parliament enacted a law that explicitly prevents UNRWA from functioning within Israel and obstructs communication between Israeli authorities and the agency. Consequently, UNRWA is primarily active in East Jerusalem, a territory the UN views as occupied, while Israel regards all of Jerusalem as its sovereign land.

Historically, relations between Israel and UNRWA have been strained, with tensions intensifying amid the ongoing conflict in Gaza. Israel has consistently advocated for the agency's dissolution and the reassignment of its responsibilities to other UN entities. The United Nations has dismissed this notion, asserting that no alternative agency possesses the capability to fulfill UNRWA’s critical role.

The move to restrict utilities coincided with Israel's decision to suspend numerous international NGOs operating in Gaza, a measure enacted following their non-compliance with newly introduced vetting protocols. Aid organizations and governmental bodies have warned that these actions could drastically impede access to essential resources like food, medical assistance, and clean water.

A coalition of nations, including Canada, France, the UK, Japan, and several European countries, has jointly warned that halting international assistance would yield severe implications. They warned that, should aid operations be obstructed, up to one-third of Gaza's healthcare facilities might face closure.

As the humanitarian crisis endures, the United Nations alongside numerous global leaders is urging Israel to rethink its measures. They caution that severing basic services to UN agencies could amplify human suffering and further destabilize an already precarious situation.
