Prime Minister Mark Carney revealed that new guidelines for returning to the office will soon be finalized for federal public servants. In the coming weeks, consultations will be held with public sector unions to define the specifics of how employees will transition back to their workplaces.
While addressing reporters alongside Ottawa Mayor Mark Sutcliffe, Carney commented, “There will likely be varying degrees of return contingent on role, seniority, and individual capacity. A more defined plan is expected to surface shortly.”
Carney underscored the necessity of a resilient public service, particularly during challenging economic and political times, stressing that employees require access to office environments and resources for effective work.
After the pandemic-induced shift to remote work in 2020, the federal government has been managing a mix of in-person and hybrid work formats. The last policy update in May 2024 mandated that hybrid-eligible employees work on-site at least three days per week, while executives needed to be present four days weekly to effectively lead their teams.
Mayor Sutcliffe expressed his positive outlook on increasing in-office workdays, highlighting enhancements in public transit and urban infrastructure that could enable a more vibrant downtown area.
However, federal unions have raised alarms about the lack of adequate office space and the practicality of expecting a full five-day return. Nathan Prier, head of the Canadian Association of Professional Employees, criticized last year's policy implementation as poorly managed and urged caution to avoid repeating past missteps. Similarly, Alex Silas, national vice-president of the Public Service Alliance of Canada, warned that many federal buildings currently do not have the capacity to support a comprehensive return.
As discussions proceed, both the government and union representatives are negotiating a strategy that balances the needs of public servants with operational requirements across federal agencies.
