Vietnam Launches Amnesty, Releasing Almost 10,000 Prisoners

On June 1, Vietnam initiated its 2026 amnesty program, granting presidential clemency to thousands of inmates nationwide. The announcement took place at Thanh Xuan Prison, where Permanent Deputy Prime Minister Pham Gia Tuc witnessed over 200 prisoners receive their release under this significant decision.

This amnesty underscores Vietnam's humanitarian approach and commitment to rehabilitation. Over the years, the nation has conducted upwards of 40 such programs, facilitating the return of countless prisoners to their families. Since 2009, more than 120,000 individuals have been granted clemency across 12 amnesty rounds.

This year's amnesty aligns with notable national milestones, including the successful conclusion of the 14th National Party Congress, the 16th National Assembly elections, and the anniversary of Vietnam's reunification. Earlier this year, President To Lam signed off on the amnesty decision, which initiated a thorough review process involving various governmental bodies.

Responding to the Clemency Advisory Council's recommendations, President To Lam approved the early release of 9,950 inmates, including 202 from Thanh Xuan Prison. Officials asserted that the selection process adhered to legal standards, ensuring fairness and equal opportunity for all eligible prisoners.

During the ceremony, Deputy Prime Minister Pham Gia Tuc congratulated the amnesty beneficiaries, encouraging them to approach this second chance with responsibility. He reminded the released individuals that this marks merely the start of a new chapter in their lives, emphasizing the importance of positive contributions to society and the necessity of avoiding a return to crime.

Addressing those not included in this year's amnesty, the Deputy Prime Minister urged them to continue striving for improvement, obedience to prison regulations, and preparation for future consideration. He also acknowledged the vital role of prison staff in education and rehabilitation programs, describing them as pivotal to the reintegration process.

Vietnamese authorities have called upon local governments, NGOs, businesses, and communities to assist released inmates in their reintegration efforts. They highlighted the need to combat discrimination and to promote opportunities for job access, education, and community involvement. The government believes that robust community support is essential for successful long-term rehabilitation and reducing recidivism rates.
