Vietnam Embarks on Ambitious Civil Service Overhaul by 2026

Vietnam is launching a significant initiative to reform its public administration system, emphasizing the need for organizational restructuring, enhancing the quality of civil services, and improving governance efficiency. This initiative is part of broader efforts to modernize the state apparatus in response to evolving socio-economic requirements.

Deputy Prime Minister Pham Thi Thanh Tra has issued a directive outlining essential tasks for ministries, agencies, and local authorities. It underscores the necessity of implementing reforms as per the resolutions from the National Assembly and the strategic objectives established by the Communist Party.

The directive mandates an immediate review and reorganization of internal structures within ministries and ministerial-level agencies. Authorities are expected to evaluate their functions and responsibilities and enhance operational frameworks, proposing legal updates as needed. These plans should be presented for review and approval within designated timelines, demonstrating the government’s determination to expedite reform processes.

Another focal point is the restructuring of inter-ministerial coordinating bodies. Ministries must assess the efficiency of current organizations and suggest consolidating or dissolving redundant or ineffective units. This initiative aims to minimize overlap, boost coordination, and ensure administrative systems operate more effectively.

The government is also examining the two-tier local government system a year after its implementation. This review will scrutinize the decentralization and delegation of authority across various levels, identify challenges, and suggest improvements to governance at the local level. Local authorities are encouraged to engage actively in this review and propose necessary adjustments.

Furthermore, the directive stresses the need to enhance the quality of civil servants, focusing particularly on those at the grassroots level. The Ministry of Interior is responsible for crafting new policies and directives aimed at improving training, performance, and accountability among public officials. This initiative is anticipated to play a vital role in developing a more capable and responsive administrative workforce.

The document also touches on the importance of recognition and reward in motivating public sector performance. Plans are underway to initiate nationwide campaigns aimed at reaching socio-economic development targets for the 2026–2030 period, aligning with national priorities. These efforts are geared toward encouraging innovation, efficiency, and dedication within the public sector.

In summary, these reforms highlight Vietnam’s firm commitment to establishing a streamlined, efficient, and transparent governance framework. By concentrating on structural enhancements, decentralization, and human resource development, the government aspires to create a more effective administrative system capable of supporting long-term national growth.
