New Quality Control Standards Introduced in Vietnam

The Ministry of Science and Technology in Vietnam has unveiled new technical and professional standards aimed at civil servants and public employees involved in product quality control. These regulations, outlined in Circular 25/2026/TT-BKHCN, seek to elevate the effectiveness and professionalism of the country’s quality inspection system.

This new framework sets forth explicit criteria regarding the qualifications, responsibilities, and training for personnel engaged in product quality inspections. These standards apply to officials tasked with quality control duties, specifically excluding certain specialized units within the Ministry of Public Security and the Ministry of National Defense.

Quality control officers, as defined by the circular, are crucial for ensuring adherence to quality standards. Their duties encompass conducting inspections, monitoring product quality, gathering information, preparing reports, and aiding conformity assessments. These officers are also tasked with identifying potential risks and proposing solutions within their defined responsibilities.

The ministry highlighted the need for quality control officers to have the ability to conduct inspections according to established professional practices. This includes skills for participating in inspection teams, overseeing sampling procedures, supervising testing, and analyzing data collected during inspections.

A noteworthy aspect of the new standards is the incorporation of modern management techniques and digital capabilities. Officials are required to understand risk-based inspection methods, implement monitoring after inspections, and utilize digital tools effectively to support their regulatory roles. This reflects Vietnam’s ongoing efforts to modernize its administrative processes and enhance regulatory efficiency through technology.

The circular also raises educational and professional criteria; individuals aspiring to work in quality control must possess at least a university degree in a relevant field and obtain a specialized professional training certificate for quality control officers.

Government officials anticipate that these updated standards will not only improve the quality of inspections but also bolster consumer safety and trust in products available in the Vietnamese market. Additionally, the regulations are expected to promote transparency, consistency, and accountability within the nation’s quality management system.
