Vietnam's Tax Reform Aims to Boost Small Businesses

Vietnam is contemplating significant tax reforms designed to bolster small businesses and household enterprises through an increase in the tax exemption threshold. This initiative is part of the government's strategy to modernize fiscal policies in response to the evolving economic environment, fostering sustainable growth.

The proposal is spearheaded by the Ministry of Finance, which is currently drafting updates to the existing legislation that governs tax rules pertaining to household and individual businesses. The recommendation suggests raising the annual revenue cap for exemptions on personal income tax and value-added tax to 1 billion VND.

This amendment follows recent policy changes that previously elevated the tax-free limit to 500 million VND. Authorities assert that a further increase is crucial to adapt to economic fluctuations and provide assistance to taxpayers facing pressures from rising expenses and diminishing purchasing power.

Officials have commented on the existing global economic uncertainty, which presents challenges to trade, investment, and local business operations. Notably, small enterprises and household businesses have been affected disproportionately, making it vital for policy support to ensure their survival and growth.

The new exemption threshold is anticipated to motivate household businesses to transition into formal entities by fostering a fair tax environment. This effort seeks to reconcile revenue collection needs with the imperative to encourage business development and enhance compliance.

Estimates suggest that over 2.5 million households and individuals might gain from the proposed tax changes. Although this policy might lead to short-term reductions in state revenue, it is expected to yield long-term economic advancements by enhancing productivity and broadening the tax base.

The proposal also entails tax relief for small enterprises with an annual revenue ceiling of up to 1 billion VND. This intended measure will promote fairness among various business categories, aligning with the government’s broader agenda to increase the number of active enterprises by 2030.
