World FZO Ends Successful Global Congress in Hainan, China

The World Free Zones Organisation (World FZO) successfully concluded its 11th Annual World Congress in Hainan, China. The three-day event gathered over 1,200 participants from 70 countries, including 16 ministerial delegations and representatives from major international economic and trade organizations. The congress served as a global platform to exchange ideas, build partnerships, and strengthen the role of free zones in driving sustainable economic growth.

Strategic Resolutions and New Board Elections

On the final day, the Annual General Assembly of the World FZO took place. Members discussed and approved several strategic resolutions aimed at improving the organization’s operational framework and expanding its global network of free zones. Elections were also held for the Board of Directors, marking the start of a new leadership term. These steps reflect the organization’s commitment to maintaining transparency, innovation, and efficiency in its global operations.

Hainan Governor Expresses Appreciation

Liu Xiaoming, Governor of Hainan Province, attended the closing ceremony along with Dr. Mohammed Al Zarooni, Chairman of the World Free Zones Organisation, and several senior officials and participants. Governor Liu expressed his gratitude for choosing Hainan to host such an important international event. He highlighted the significance of the World FZO Congress as a platform that promotes international cooperation, knowledge exchange, and sustainable development through free zones.

Strengthening Cooperation and Growth

Governor Liu also praised the strong partnership between Hainan and the World FZO. He emphasized that the provincial government will continue to support initiatives that strengthen the contribution of free zones to global economic progress. According to him, free zones play a crucial role in encouraging trade, attracting investments, and promoting sustainable development across regions.

A Milestone in the Organisation’s Journey

Dr. Mohammed Al Zarooni stated that the 11th Congress represents a key milestone in the journey of the World FZO. He noted that free zones are no longer just trade centers but have evolved into integrated economic ecosystems. These zones now contribute significantly to job creation, economic diversification, and the resilience of global supply chains. Dr. Al Zarooni added that through global partnerships, challenges can be turned into opportunities for shared prosperity and growth.

Launch of Free Trade Zone Forum

A major highlight of the congress was the launch of the First Comprehensive Free Trade Zone Development International Forum in China. The forum brought together leaders and experts from various free zones and economic authorities across the world. In his opening address, Dr. Al Zarooni explained that free zones are strategic tools for expanding trade and investment. He called for greater international cooperation to build systems that can adapt to global changes and support inclusive economic growth.

Panama to Host Next Congress

At the end of the event, Dr. Mohammed Al Zarooni handed over the World FZO flag to Miguel Lecaro, Ambassador of Panama to China. This symbolic gesture officially announced that Panama will host the 12th Annual World Congress in July 2026. The decision marks the continuation of the event’s global momentum and highlights Panama’s growing importance in international trade and investment cooperation.

Expanding the Global Network of Free Zones

Hosting the next congress in Panama will help expand the World FZO’s international cooperation network and open up new opportunities for investment and trade. It will also strengthen the exchange of knowledge among countries and support global efforts to create a more connected and sustainable economy. The event will build on the achievements of the Hainan congress and the previous successful edition held in Dubai.

A Platform for the Future of Global Trade

The 11th World Congress reaffirmed the role of the World FZO as a key global platform for shaping the future of free zones. Participants discussed ways to improve the performance of these zones and their ability to support global trade and industrial growth. By bringing together decision-makers, free zone leaders, and investors from around the world, the congress reinforced the importance of cooperation, innovation, and sustainability in achieving long-term economic progress.
