Khalilur Rahman, the National Security Adviser of Bangladesh, visited India this week to engage in the 7th Meeting of the Colombo Security Conclave (CSC) in New Delhi. This visit marks one of the most significant diplomatic interactions from Dhaka following the transition in the government in August 2024, emphasizing the intricate nature of regional diplomacy amidst rising strategic issues.
His arrival a day prior to the conclave sets the stage for crucial discussions aimed at bolstering security collaboration among Indian Ocean nations. The CSC, which invited Bangladesh as its fifth member in 2024, consists of NSAs from several nations including India, Maldives, Mauritius, Sri Lanka, and Bangladesh, with Seychelles observing and Malaysia participating as a guest. Key agenda items for the two-day meeting comprise maritime security, counterterrorism, cyber threats, transnational crime prevention, and humanitarian assistance.
Delhi's invitation to Rahman signifies its intent to sustain dialogue with Bangladesh amidst escalating tensions. Analysts observe that Bangladesh’s increasing rapport with Pakistan, reflected through visits from senior Pakistani military figures, drives India’s strategic concerns.
Particularly alarming for India is Bangladesh’s intentions to revitalize the Lalmonirhat airbase, located a mere 20 kilometers from West Bengal’s border near Cooch Behar. Given its proximity to the strategically vital Siliguri Corridor—often termed the “Chicken’s Neck”—any military activity in Lalmonirhat could significantly influence India’s defense strategy in the vicinity, especially considering previous statements from Dhaka’s leadership perceived as provocative by India.
The CSC meeting represents an essential opportunity for both nations to discuss broader security challenges while enhancing cooperation regarding maritime safety, counter-terrorism, cybersecurity, and disaster management. India’s Ministry of External Affairs also indicated that the conclave would assess the progress of collaborative initiatives and lay out a plan for future action leading up to 2026.
Though Bangladesh's strategic maneuvers cause concern in New Delhi, Rahman's participation at the CSC signifies ongoing attempts to maintain open channels of communication and collaboration. Experts emphasize that successfully balancing diplomacy with security issues remains crucial for both countries, particularly amidst the shifting geopolitical landscape of the Indian Ocean.
This visit occurs against the backdrop of the ongoing exile of former Prime Minister Sheikh Hasina in Delhi, following a contentious ruling, further complicating bilateral relations. Analysts predict that Bangladesh’s diplomatic approach regarding India, Pakistan, and other regional players will be studied closely in the upcoming months, especially considering the stakes involved with the Lalmonirhat airbase.
