Inquiry Launched into Plywood Imports from China by Canada

The Canadian International Trade Tribunal has initiated a preliminary inquiry into claims that imports of decorative and non-structural plywood from China are negatively impacting Canadian manufacturers. This move follows complaints from Columbia Forest Products and the Canadian Hardwood Plywood and Veneer Association, which assert that unfair trade practices are jeopardizing their operations.

The tribunal’s investigation will determine if the plywood has been imported into Canada at unfairly low prices or if it has benefitted from government subsidies. If validated, these allegations could disrupt fair competition for local manufacturers, leading to revenue losses and reduced growth in the sector.

This inquiry, conducted under the Special Import Measures Act, follows a related review begun by the Canada Border Services Agency. The tribunal is tasked with evaluating whether there are reasonable grounds to believe that these imports have caused harm, hindered development, or threaten the viability of the Canadian manufacturing industry.

A crucial decision from the tribunal is anticipated by June 9, 2026, which will ascertain whether the claims warrant further action. If sufficient evidence is present, the CBSA will carry on with its investigations, looking to release preliminary conclusions by July 9, 2026.

Should the findings reveal instances of dumping or subsidies, the procedure will advance to a conclusive phase. This could involve a more comprehensive investigation into injury, potentially culminating in the imposition of tariffs or duties on the affected imports.

As an independent quasi-judicial body, the tribunal reports to Parliament via the Minister of Finance. It addresses trade disputes, inquiries into subsidies, and conventions on imports, and has encouraged involved parties, including businesses and government entities, to partake in the inquiry through formal notices.

This case underscores ongoing issues about equitable competition in global trade and the safeguarding of domestic sectors within Canada’s manufacturing landscape.
