Cultural Diplomacy Takes Centre Stage at ICOM Dubai 2025

Post by : Bianca Haleem

In a vibrant display of cultural significance, Dubai hosted the 27th General Conference of the International Council of Museums (ICOM Dubai 2025), gathering leaders in the museum sector, cultural specialists, and decision-makers. Under the support of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the event emphasized the UAE’s commitment to embedding culture within diplomacy and societal progress.

A pivotal panel discussion, entitled “The Spirit of Exchange: The UAE’s Unique View on Cultural Diplomacy”, featured prominent figures such as Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum and Her Excellency Noura bint Mohammed Al Kaabi. They deliberated on how the UAE’s rich cultural tapestry—characterized by unity, diversity, and openness—propels the creative dynamics of the region.

A Foundation of Cultural Unity

Kicking off the session, Her Highness remarked that the essence of the UAE’s identity springs from the harmony among its seven emirates. She reflected on how interwoven cultural and national bonds have strengthened over the years, laying groundwork essential for collective advancement.

She articulated that the progress achieved in any emirate or neighboring state invariably uplifts the creative framework of the entire Gulf. Her insights illustrated a region advancing in unison, motivated by shared cultural pride and collaboration.

The Role of Creatives in Progress

Her Excellency Noura Al Kaabi emphasized the crucial influence of creators traversing the UAE's dynamic cultural landscape, enhancing research, innovation, and artistic expressions. She asserted that cultural diplomacy transcends theory, manifesting through enduring partnerships and impactful initiatives across the region.

Cultural Diversity as Identity

The dialogue also delved into the UAE’s perspective on multiculturalism. Her Highness highlighted that distinctiveness arises not solely from demographic variety but from the genuine expression and celebration of cultural identities. She recounted how previous generations fostered an environment of openness, creating a legacy of coexistence that continues to define modern UAE.

A People-Centric Cultural Approach

A significant focus was placed on governance and cultural evolution during the panel. Her Highness discussed how Dubai’s cultural strategy evolves through teamwork between officials and the creative sector. This flexibility allows policies to adapt according to immediate needs and feedback.

This framework ensures that people—including creators, families, youth, and tourists—are at the heart of cultural development. The UAE’s cultural institutions thrive by mirroring the varied needs and identities of their audiences.

Museums as Guardians of Authenticity

The conversation shifted to the future of museums within the UAE. Her Highness pointed out the critical balance required between international viewpoints and genuine cultural narratives. She emphasized that while youth are globally interconnected, they crave a deeper understanding of their heritage—an essential role for museums in the UAE.

Synergies Between Public and Private Sectors

Dubai’s flourishing cultural scene is bolstered by robust partnerships with private enterprises. Her Highness noted that such collaborations are vital for establishing museums and creative spaces that resonate with community ownership. With clear direction and collaborative spirit, private sectors contribute significantly to cultural innovation.

A Vision for Cultural Togetherness

As the conference concluded, it conveyed a resonant message: cultural diplomacy flourishes when nations honor each other's unique paths and progress together. The UAE’s philosophy—people-focused, collaborative, and founded on openness—left an indelible mark on participants.

Her Highness concluded with the aspiration that every attendee departs with lasting memories of Dubai’s cultural richness, community essence, and inviting spirit—a testament to the UAE’s steadfast dedication to cultural connectivity and global dialogue.
