On May 5, 2026, Pham Thi Thanh Tra led a pivotal inspection meeting with the Standing Committee of the Lao Cai Provincial Party Committee, emphasizing the assessment of central government directives and preparations for the upcoming inspection phase mandated by the Politburo and the Communist Party's Secretariat.

This gathering saw participation from senior officials across various ministries, inspection bodies, and provincial departments. Key figures from Lao Cai, including Provincial Party Secretary Duong Quoc Huy and Provincial People’s Committee Chairman Nguyen Tuan Anh, engaged in discussions on the progress made in national development initiatives and established priorities for the forthcoming supervisory stage.

The inspection team revealed that the second inspection phase in 2026 would concentrate on four vital areas: enhancing local government efficiency, meeting economic growth targets exceeding 10 percent, implementing Resolution 57 to boost science, technology, and digital transformation, and evaluating the effectiveness of Party organisations and leadership across all sectors.

Pham Thi Thanh Tra commended the efforts of the Lao Cai Provincial Party Committee for diligently executing directives from central leadership and acknowledged the province’s accomplishments in advancing the 14th National Congress of the Communist Party of Vietnam and conducting recent elections with a reported voter turnout of nearly 100 percent, one of the highest in Vietnam.

During discussions, the Deputy Prime Minister highlighted three pressing “political missions” that local authorities need to execute with urgency: attaining double-digit economic growth, fostering science and technology advancements, and enhancing local government operations at two levels. These objectives were identified as priorities requiring significant political commitment.

The Deputy Prime Minister also advocated for a transformative approach to development and governance, urging Lao Cai to abandon a “poor province mindset” in favor of recognizing its strategic advantages. Located adjacent to international borders, Lao Cai offers substantial potential in regional trade and economic connectivity.

Officials discussed the importance of modernizing governance by centering citizen and business needs within public services. They recommended that local governments employ contemporary management techniques rather than relying solely on traditional methods. The province was encouraged to enhance its focus on tourism, logistics, agricultural processing, and industrial sectors while promoting opportunities in the green, digital, and circular economies.

Digital transformation and investment attraction surfaced as key topics during the meeting, with government representatives calling for infrastructure improvements, increased private investment, and stronger collaboration with foreign investors. Public investment projects are projected to be critical in driving broader economic growth and supporting long-term strategies in the province.

In closing, Lao Cai Provincial Party Secretary Duong Quoc Huy affirmed the province’s acceptance of the inspection team’s recommendations, pledging immediate corrective measures and development strategies. He guaranteed that the authorities are devoted to enhancing governance, fostering economic growth, and ensuring all inspection directives align with national policies.
