Dubai Honours 30 Non-Profits Through Ethraa Program

The Community Development Authority (CDA) in Dubai has acknowledged the contributions of 30 non-profit organisations during the second edition of the Ethraa Empowerment Program. The event took place at Emirates Towers and is part of the ongoing ‘Year of Community’ activities aimed at fostering social cohesion and enhancing the effectiveness of non-profit entities throughout Dubai.

Launched to elevate the operational standards within the non-profit sector, the Ethraa Empowerment Program concentrates on governance enhancement, quality services, sustainability, and developing partnerships. This initiative aims to bolster organisations that are integral to community relations, allowing them to provide improved and impactful services.

Recognition Levels: Gold, Silver, and Bronze

This year, 30 organisations received accolades across three categories:

  • 13 organisations awarded Gold recognition

  • 10 organisations awarded Silver

  • 7 organisations received Bronze

The distinctions were based on performance in key areas such as:

  • transparency and governance excellence

  • the quality of community engagements

  • operational sustainability

  • partnership effectiveness

  • initiatives generating positive social change

The goal was to not only honour outstanding performers but to inspire others to adopt improved methodologies and sustainable development strategies.

Three Foundational Pillars of the Program

The Ethraa Empowerment Program is organised around three essential pillars:

  1. Institutional Enablement – focused on aiding organisations in establishing robust internal systems, setting clear directives, and responsibly managing resources.

  2. Human and Social Capital – aimed at enhancing the capabilities and expertise of personnel within the sector while fostering partnerships.

  3. Sustainability and Performance Excellence – committed to enabling organisations to deliver enduring services and tangible outcomes.

These pillars are designed to amplify the capacity of non-profits, thus improving service delivery and enhancing their societal contributions. This aligns with the Dubai Social Agenda 33, envisioned to create a resilient and future-ready social environment in the emirate.

Assessment of 159 Organisations

The second edition builds on the previous year's accomplishments, evaluating the performance of 159 non-profit organisations. The evaluations adhered to the legal guidelines provided in Federal Decree Law No. (50) of 2023, ensuring compliance with official standards.

An upgraded evaluation framework this year emphasised:

  • enhanced governance measures

  • aligning operational performance with organisational objectives

  • reviewing aspects of transparency and accountability

  • quantifying community impact

Independent experts carried out assessments to maintain objectivity and integrity. CDA reiterated that Ethraa is more than a ranking system—it functions as a comprehensive empowerment tool aimed at supporting organisations in enhancing their operations and establishing public trust while advancing institutional growth.

Statements from Leadership

Her Excellency Hessa bint Essa Buhumaid, CDA Director General, articulated that social advancement originates from innovative ideas, nurtured through collaboration. She affirmed that Dubai’s model for community enhancement rests on a synergistic relationship between government and society.

The recognition ceremony represented Dubai’s conviction regarding the necessity of shared responsibilities for achieving substantial societal progress. She commended the non-profit sector for its impactful projects that fortify community bonds and uplift lives within Dubai, expressing pride in the second iteration of the Ethraa Program, which culminated in remarkable successes for the Year of Community.

Insights from Winning Entities

Organisations receiving Gold recognition expressed gratitude for the Ethraa Program’s role in enhancing their institutional frameworks. They found the evaluation process thorough and equitable, aiding them in pinpointing strengths while understanding opportunities for growth.

Their representatives highlighted that:

  • the program has enriched their governance structures and leadership capabilities

  • it assisted in aligning their objectives with community demands

  • it provided resources for sustainability improvements

  • it fostered a culture of continuous improvement

Numerous representatives noted that the program has enhanced their capacity to deliver high-quality services and extend positive social outcomes.

Commitment to Long-Term Community Development

CDA reaffirmed its dedication to ongoing support for non-profit organisations, aiming to ensure they can meet community needs while contributing to long-standing social objectives. The Authority underscored that the Ethraa Program will persist in empowering entities, heightening institutional preparedness, and establishing public confidence.

By acknowledging and elevating pivotal players in the non-profit sector, the UAE is fostering innovation, collaboration, and sustainability. Such initiatives reinforce a cohesive society—facilitating the responsible growth of organisations and enabling prompt responses to evolving challenges.

As Dubai progresses toward a sustainable and prosperous trajectory, initiatives like Ethraa hold considerable significance. They facilitate enhancements in quality and transparency while augmenting community impact. The Year of Community initiative has illustrated that effective partnerships between governmental entities and civil organisations can catalyse genuine transformations.

With more organisations adopting improved practices, Dubai strives to fortify its non-profit landscape, ensuring its resilience, effectiveness, and capability to tackle upcoming challenges.
