Dubai Film Development Committee Unveils Action Plan for Growth

The newly created Dubai Film Development Committee, established under the Dubai Media Council, convened for its inaugural meeting to outline its mission, operational structure, and key strategic targets aimed at bolstering and sustaining the film industry in Dubai.

This meeting, which took place at the Council's headquarters, concentrated on developing a dynamic and competitive film environment by capitalizing on Dubai's inherent advantages while meeting essential industry demands in areas such as production, talent cultivation, and partnership opportunities.

Her Excellency Nehal Badri, Secretary General of the Dubai Media Council, emphasized the committee's pivotal role in fulfilling the leadership's vision for Dubai's creative economy. She highlighted that the broader strategy of the Council aims to elevate the media sector's contribution to the knowledge economy, prioritizing creativity and innovation.

Badri identified the film industry as a significant pillar in Dubai's media framework, presenting numerous opportunities for expansion. She asserted that the committee's initiatives will further enhance Dubai's appeal as an international hub for film production and artistic talent.

Badri underscored the necessity of aligning policies, infrastructure, and industry expectations through a synchronized, comprehensive approach. She stated that film occupies a central role in Dubai’s media landscape, aiding in economic diversification, skill development, and fostering international collaboration, ultimately shaping the emirate’s standing within the global creative economy.

Additionally, she pointed out Dubai's competitive advantage as a production base, backed by superior digital infrastructure, a flexible regulatory environment, seamless logistics, and a strategic geographic location that links regional and global markets. These elements, she noted, create a robust platform for scaling film production and fostering long-term industry growth.

His Excellency Issam Kazim, Chairman of the Dubai Film Development Committee, remarked that the committee aims to translate its vision into concrete actions. Initial priorities include establishing clear priorities, enhancing the local talent pipeline, and improving collaboration between public and private stakeholders.

Kazim explained that the committee will focus on specialized training programs, streamlining film and production procedures, and forging stronger alliances with both local and international production entities. Collaboration with government bodies and prominent filmmakers, including individuals and institutions, will also be a central focus. These initiatives, he added, will contribute to the development of a creative, tech-driven economy.

Established under Dubai Media Council Resolution No. (8) of 2025, issued by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council, the committee was formed in November 2025. Its responsibilities include offering tailored services and facilities for the film sector, liaising with key stakeholders, supporting training initiatives, and creating opportunities for burgeoning talent.

During the meeting, Hesham Al Olama, Vice Chairman of the committee, highlighted that the varied expertise of the committee members is crucial for achieving the sector’s strategic goals. He pointed out that effective coordination between involved entities will help cultivate a prosperous ecosystem, reinforce Dubai’s status as a prime location for international filmmakers, and draw further investments into the industry.

The meeting included representatives from various organizations such as Dubai Culture and Arts Authority, Dubai Municipality, Roads and Transport Authority, Dubai Customs, Dubai Civil Aviation Authority, Dubai Police, the General Directorate of Identity and Foreigners Affairs, and Emirates Airline, showcasing a unified, government-wide effort to promote the growth of Dubai's film industry.
