Dubai has enacted a new law to bolster social services, aimed at uplifting community welfare and addressing social development across the emirate.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, has officially issued Law No. (12) of 2026 regarding the Community Development Authority (CDA).
The new legislation delineates the Authority’s responsibilities in the regulation and enhancement of Dubai's social sector, promoting sustainable development, organizing service delivery, securing protection for vulnerable demographics, and fostering the empowerment of UAE citizens. It also seeks to bolster social unity, stimulate community engagement, and elevate social accountability.
Under this law, the CDA will spearhead the creation of social strategies and policies, propose essential legislative changes, and oversee the regulation and licensing of social organizations and professionals within Dubai.
The Authority's duties will encompass supervising volunteer initiatives, facilitating access to social services, and backing programs designed to empower vulnerable individuals and their families, focusing on children, people of determination, and others needing extra support.
Additionally, the CDA aims to reinforce family ties and social cohesion through the establishment of community centers and partnerships with public and private sectors to enhance overall social service provision across Dubai.
Care for Minors and Individuals with Limited Capacity
The legislation details provisions for the care of minors and individuals with limited legal capacity.
The CDA will provide essential services based on legal directives, ensuring these groups receive healthcare, education, and necessary protections while monitoring their living conditions.
The Authority will represent these individuals in relevant contexts, safeguard them against unlawful actions, and arrange for appropriate care, whether familial or institutional, when necessary.
Classification of Low-Income Individuals
Furthermore, the law addresses the needs of low-income individuals within Dubai.
The CDA is tasked with defining and categorizing these individuals based on criteria established by the Executive Council of Dubai, which will be periodically reviewed in line with socio-economic indicators.
Creation of a Social Observatory
A significant element of this legislation is the introduction of a Social Observatory as part of the Authority's structure.
In collaboration with relevant governmental bodies, this Observatory will investigate social concerns, gather data, and implement early intervention strategies to tackle social issues and propose effective solutions.
It will compile a comprehensive social database that focuses particularly on vulnerable groups, requiring cooperation from various entities for accurate data collection.
Unified Management System for Social and Humanitarian Cases
The new law introduces a unified framework for managing social and humanitarian cases in Dubai.
This system will facilitate cooperation among agencies to coordinate services, assess needs, monitor beneficiaries, and ensure individuals receive comprehensive support.
All government and service entities must integrate the system, establish electronic connections, and provide required information as per the Authority’s criteria.
Community Development Fund
The law also establishes a Community Development Fund within the Authority to facilitate social initiatives and offer support to qualifying individuals and families.
This Fund will finance social projects, extend cash and non-cash aid, and deliver urgent support in times of crisis, while promoting job training programs for the unemployed.
The overarching aim is to elevate the quality of life for beneficiaries, strengthen societal stability, and nurture community involvement.
Moreover, the Fund will encourage collaborations with the private sector and invite contributions to community development initiatives.
Repealing Previous Laws
This new regulation replaces Law No. (8) of 2015 regarding the Community Development Authority and nullifies Law No. (15) of 2020, transferring specific responsibilities to the Authority.
Existing regulations under the 2015 law shall remain effective unless they contradict the new law until updated regulations are instituted.
Any provisions inconsistent with the new legislation are hereby revoked. The law takes effect immediately upon its publication in the Official Gazette.
