Federal Push for Cooperation Over Carbon Pricing in Alberta

Canada’s federal government has opted not to impose the federal carbon pricing backstop on Alberta, aiming to strengthen cooperative ties with the province regarding climate and energy strategies. The Minister of the Environment, Julie Dabrusin, emphasized that Ottawa seeks to prevent further conflicts and is prioritizing a collaborative approach to industrial carbon pricing and future energy ventures.

In a press briefing in Ottawa, Dabrusin elaborated that the principle of “cooperative federalism” surpasses prolonged legal and political disputes between provinces and the federal government. She asserted that engaging in court battles over climate regulations undermines national cohesion and hinders significant economic and environmental objectives. Collaborating with Alberta, according to Dabrusin, is essential for establishing a stable and reliable framework for investors and businesses.

This issue arises from significant adjustments made to Alberta’s industrial carbon pricing system in late 2025, leading to a sharp drop in the price of carbon credits—some plummeting to nearly C$17 per tonne. Alberta's policy allowed companies to lessen costs by investing in emissions reduction initiatives rather than simply paying increased carbon fees. Additionally, smaller firms were allowed certain exemptions from parts of the framework.

Under federal law, Ottawa possesses the authority to implement a federal “backstop” carbon pricing mechanism should a province’s system fall short of national benchmarks. Nevertheless, the federal government chose not to exert that authority over Alberta. Instead, an agreement recently signed by Prime Minister Mark Carney and Premier Danielle Smith aims to systematically elevate Alberta’s industrial carbon price to C$130 per tonne by 2040, with plans for an increase to C$100 per tonne by 2027.

This accord is also linked to broader considerations regarding Canada’s energy future, which may include the construction of a significant new oil pipeline from Alberta to British Columbia's northwest coast. The federal government believes the revised pricing mechanism could promote cleaner industrial methodologies while fostering energy investment and economic expansion.

Conversely, numerous environmental organizations have criticized this agreement, alleging that it undermines Canada’s industrial carbon pricing apparatus by allowing Alberta special leniency. Groups such as Greenpeace, Environmental Defence, and the Sierra Club Canada Foundation cautioned that the accord might diminish the impetus on heavy industries to swiftly reduce emissions to align with climate targets. Concerns were also raised by climate experts regarding the potential for Alberta’s lenient regulations to spur similar demands from other provinces.

Despite facing criticism, the federal government stands by the agreement as a pragmatic compromise that reconciles economic pragmatism with long-term climate aspirations. Dabrusin affirmed that the Alberta plan is credible and poised to cultivate a robust industrial carbon market while alleviating political friction between federal and provincial authorities.
