Kyivstar, Ukraine’s largest telecommunications provider, has made headlines by launching Europe’s very first Starlink direct-to-cell satellite service. This innovative solution aims to keep millions of Ukrainians connected amid widespread power outages and devastated communication infrastructure due to the ongoing conflict.
On November 25, 2025, Kyivstar announced this groundbreaking service in Ukraine. This cutting-edge technology connects standard 4G smartphones directly to satellites, allowing users to send SMS messages even when traditional mobile networks are compromised. Kyivoshtar serves around 22.5 million mobile customers and will initially enable SMS capabilities, with plans to incorporate voice calls and data services in the future.
The launch addresses an urgent need in Ukraine. Since the start of the conflict with Russia nearly four years ago, the country’s electricity grids and communication lines have been repeatedly targeted, leading to significant outages and network damage. Many Ukrainians in war-impacted regions face barriers in maintaining connectivity.
Kyivstar’s satellite service empowers individuals to communicate via their existing smartphones, circumventing reliance on damaged land-based networks. This connectivity is crucial not only for daily interactions but also for rescue efforts, humanitarian missions, and emergency responders.
This direct-to-cell technology facilitates a smartphone’s direct connection with satellites in orbit, eliminating the need for local cell towers. Starlink’s low-Earth orbit satellite constellation provides uninterrupted telephone and data signals directly to ground devices. This network is essential for maintaining connectivity in areas lacking reliable traditional infrastructure.
Currently, over 50,000 Starlink terminals are operational in Ukraine, significantly aiding military communications, drone operations, and overall internet services.
This initiative results from a collaboration between Starlink, the satellite internet service founded by Elon Musk, and Veon, the global telecom entity that owns Kyivstar. Kyivstar CEO Oleksandr Komarov emphasized that this service would enhance the network’s resilience, ensuring that Ukrainians can stay safe through connectivity.
Kyivstar is also bolstering its infrastructure with batteries and generators that can sustain power for over 10 hours during outages, ensuring operational continuity even with grid failures.
While SMS functionality is the initial offering, Kyivstar aims to extend voice calling and data services in the coming year, enhancing communication options for those impacted by war-related disruptions.
The introduction of Starlink’s direct-to-cell technology in Europe signifies a pivotal advancement. It highlights the critical role satellite communications can assume in maintaining connectivity during conflict and crises, setting a benchmark for other nations experiencing similar predicaments.
By partnering with Starlink to launch direct-to-cell satellite technology, Kyivstar is taking a significant step towards ensuring that Ukrainians remain connected despite significant wartime challenges.
