The Malaysian Ministry of Defence (Mindef) has addressed concerns regarding a RM571.9 million financial transaction linked to the Naval Strike Missile (NSM) system within the Littoral Combat Ship (LCS) initiative, asserting that this was not an advance payment. This payment was executed only after the successful manufacturing and testing of the missile systems, meeting the Royal Malaysian Navy's standards.
As per Mindef, these missile systems underwent thorough production and performance testing before any funds were allocated. The ministry emphasized that the payment adhered to precise contractual milestones, reflecting completed tasks rather than expected future deliveries.
Contract Safeguards Affirmed
Mindef countered claims suggesting that the procurement contract was deficient in protecting Malaysia's interests. The ministry confirmed that the contract incorporates legal protections, empowering the government to take action should the supplier default on contractual responsibilities or violate the agreement.
Furthermore, the ministry interpreted the Norwegian government's retraction of the export license as an outside issue, beyond both Malaysia's and the supplier's control. Current measures are being implemented to retrieve payments and any associated losses through existing contractual frameworks.

The Defence Ministry clarified that the payment was executed once the NSM systems passed all production and testing phases in compliance with the Royal Malaysian Navy's expectations.
Context of the NSM Export License Challenge
The export license from Norway was revoked post-payment, hindering the delivery of the missile systems, despite their completion.
LCS Project Status Remains Positive
According to Mindef, the export license difficulties have not disrupted the LCS delivery timeline. The Royal Malaysian Navy continues to assess other missile system options that may substitute the NSM if required.
Moreover, officials reassured Parliament that Malaysia’s naval defense capabilities are intact. All current naval assets and weaponry are operating effectively to maintain the nation’s maritime security as alternative options are explored.
In response to inquiries regarding the procurement process and the safeguarding of public interests, the Malaysian Defence Ministry reaffirmed that the RM571.9 million payment for the NSM system was only issued after all standards of manufacturing and military testing had been satisfied. They continue to seek contract-based remedies and evaluate alternative missiles to ensure operational continuity.
