Microsoft has announced plans to invest US$15.2 billion in the United Arab Emirates (UAE) between 2023 and 2029. The investment will focus on expanding artificial intelligence (AI) and cloud infrastructure, developing digital talent, and building trust-based technology cooperation between the UAE and the United States. This marks one of Microsoft’s largest regional commitments and aligns with the UAE’s vision of becoming a global leader in digital innovation and sustainable technology.
H.H. Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, met Brad Smith, Microsoft’s Vice Chair and President, to discuss the company’s investment plans. Sheikh Khaled highlighted that the initiative reflects strong global confidence in the UAE’s long-term economic strategy and its drive toward a knowledge-based, technology-driven economy. He said the project would further solidify Abu Dhabi’s position as a global hub for innovation and advanced industries.
Brad Smith emphasized that Microsoft’s investment goes beyond technology—it focuses on empowering people. He explained that the initiative aims to train and skill UAE residents in AI development, deployment, and application tailored to regional needs. This effort ensures that AI growth remains inclusive, helping the UAE stay at the forefront of digital transformation. Smith noted that the investment demonstrates Microsoft’s commitment to contributing to local economies and fostering innovation rooted in trust.
Khaldoon Khalifa Al Mubarak, Secretary-General of the Artificial Intelligence and Advanced Technology Council (AIATC), stated that the UAE and Abu Dhabi are becoming global centers for AI innovation. He noted that Microsoft’s investment will deepen UAE-US technology collaboration, supporting both countries’ shared goal of using AI for sustainable economic diversification and development.
The initiative builds on Microsoft’s strategic partnership with G42, the UAE-based AI technology holding company. Peng Xiao, Group CEO of G42, said the collaboration combines execution, impact, and trust, driving innovation across industries and promoting a new model for cross-border cooperation. The partnership will advance world-class AI and digital infrastructure while ensuring responsible and ethical technology practices.
Microsoft’s investment will be divided into two phases. Between 2023 and 2025, the company will spend US$7.3 billion, including US$4.6 billion in advanced AI and cloud data centers and US$1.5 billion in equity investment in G42. From 2026 to 2029, Microsoft plans to invest US$7.9 billion more to expand data centers and strengthen operational capacity. These facilities will be powered by NVIDIA’s A100, H100, and H200 GPUs, enabling advanced AI services and supporting innovation across sectors like healthcare, education, and finance.
A major part of the investment targets local skill development. In partnership with UAE government entities and universities, Microsoft will train one million people in AI-related skills by 2027. This includes 120,000 government employees, 175,000 students, and 39,000 teachers. Additionally, Microsoft’s Global Engineering Development Center and AI for Good Lab in Abu Dhabi will enhance responsible AI research and practical applications.
Together with G42 and the Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), Microsoft co-founded the Responsible AI Future Foundation (RAIFF) to promote ethical AI governance across the Middle East and the Global South. The foundation focuses on research, collaboration, and building frameworks for trustworthy AI adoption, ensuring transparency and fairness in emerging technologies.
Microsoft has worked closely with both the UAE and US governments to comply with international cybersecurity and export control standards. The company’s Intergovernmental Assurance Agreement (IGAA) ensures strict adherence to data protection, responsible AI governance, and transparent technology exchange. This reflects Microsoft’s commitment to building trust in global digital partnerships.
Microsoft’s $15.2 billion initiative is a cornerstone in the UAE’s digital economy transformation. By linking technology, talent, and trust, the investment is set to create thousands of skilled jobs, support AI research, and foster sustainable growth. The collaboration symbolizes the UAE’s emergence as a global innovation powerhouse, shaping a future where technology serves people and communities across the world.
