The Sultanate of Oman, represented by the Public Authority for Special Economic Zones and Free Zones (OPAZ), took part in the 11th World Free Zones Conference held in Haikou, China. The event, themed "Zones: Gateways to Global Prosperity, Trade, and Sustainable Innovation," brought together delegates from around the world to discuss the evolving role of free zones in international trade and sustainable development.
Focus on Trade and Sustainability
Delegates examined how special economic zones and free zones can advance global trade while addressing climate challenges, evolving trade policies, and rapid technological changes, particularly in artificial intelligence and renewable energy. These discussions emphasized the importance of modern technology, green industries, and the mobility of industrial operations in promoting global economic integration.
Omani Delegation Leadership
The Omani delegation was led by Sheikh Dr. Ali bin Masoud Al Sunaidy, Chairman of OPAZ, and included representatives from the Duqm Special Economic Zone and Sohar Free Zone. In his address, Al Sunaidy highlighted Oman’s progress in renewable energy, logistics, and clean industries. He stressed the integration of ports and economic zones as essential for sustainable growth, noting that investment across Oman’s 15 economic zones, free zones, and industrial cities reached $54 billion by the end of 2024.
Strategic Dialogue and Policy Insights
Al Sunaidy participated in the conference’s strategic ministerial meeting and a dialogue session titled “Pathways to Prosperity: Free Zones and the Future of Trade.” These sessions focused on global supply chain shifts, regional integration, and the role of free zones in promoting economic openness. Additional discussions addressed carbon neutrality and green transition strategies.
Bilateral and Multilateral Engagements
The Omani delegation held meetings with representatives from various countries to exchange expertise and explore collaborative opportunities. These interactions aimed to increase investment flows and strengthen trade partnerships. The delegation also met with companies interested in expanding investments in medical, pharmaceutical, and green energy sectors within Oman’s special economic and free zones.
Field Visits to China’s Free Zones
During the conference, Oman’s team toured the International Economic Development Office in Hainan Province and the Jiangdong Free Trade Zone. These visits provided insights into Hainan’s transformation plan to become a fully integrated free zone by December. The field tours highlighted innovative approaches to trade restructuring and zone management, serving as a model for Oman’s ongoing development efforts.
Executive Leadership Program and Knowledge Sharing
The conference included an Executive Leadership Program focusing on innovation, competitiveness, sustainability, and digital solutions for economic zone management. Oman’s participation in this program strengthened its expertise in global best practices and sustainable economic development.

Oman’s involvement in the World Free Zones Organization and active participation in the conference demonstrates the country’s commitment to enhancing its international economic presence. By showcasing its special economic and free zones, Oman aims to attract targeted investments, diversify its economy, and foster sustainable growth across key sectors.
