Duterte-Era Killings Under Investigation in Philippines

In a significant move, the Philippine government has initiated an investigation into alleged extrajudicial killings tied to former President Rodrigo Duterte’s contentious anti-drug initiative. Interior Secretary Juanito Victor Remulla Jr. has confirmed that former national police chief Ronald dela Rosa will be called for questioning as part of this inquiry. This represents a key step towards addressing the thousands of fatalities that occurred during the anti-drug crackdown.

The deaths occurred during Duterte’s tenure as mayor of Davao City and continued after he assumed the presidency in 2016. Numerous human rights organizations and international governments have condemned the anti-drug operations, asserting that a substantial number of suspects were executed without due legal process. Many victims were impoverished individuals accused of drug-related offenses. Nevertheless, Philippine officials have defended these operations, claiming that police acted in self-defense during arrests and raids.

Ronald dela Rosa was instrumental in Duterte’s anti-drug campaign, having served as police chief in Davao City before taking on the national role. Currently a senator, he is being summoned as investigators reevaluate the involvement of police leadership in these operations. Reports suggest potential legal consequences for dela Rosa amid ongoing inquiries from the International Criminal Court.

Duterte himself was apprehended in March 2025 and relocated to the Netherlands, where he faces charges at the International Criminal Court related to alleged crimes against humanity. The ICC’s investigation encompasses the thousands of killings linked to the anti-drug initiative. Both Duterte and former police officials have consistently denied any intent to execute unlawful killings, arguing that their focus was on dangerous criminal suspects.

The Philippine government asserted that this local investigation is distinct from the proceedings by the ICC. Interior Secretary Remulla emphasized the need for accountability during what he termed a dark chapter in the nation’s history. Authorities aim to uncover the involvement of senior police officials and determine if state policies incentivized illegal actions during anti-drug operations. Security has been increased at airports, seaports, and other exit points nationwide as the inquiry progresses.

A congressional investigation conducted in 2024 already suggested criminal indictments against Duterte and various police officials involved in the anti-drug initiative. Human rights advocates have praised the launch of this new investigation as a vital step towards delivering justice for the victims’ families. Analysts predict that the inquiry may significantly influence Philippine politics, given the sustained popularity of Duterte’s supporters.

This investigation is poised to gain global attention amid ongoing international scrutiny regarding human rights issues in the Philippines. While Duterte’s supporters claim his anti-drug campaign effectively reduced crime and reinstated order, detractors assert that these operations instilled fear and undermined the rule of law. In the coming weeks, further legal and political developments are anticipated as authorities continue their questioning of former officials implicated in this controversial campaign.
