His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE as well as Ruler of Dubai, is set to launch the third ordinary session of the 18th legislative chapter of the Federal National Council (FNC) on Monday, 24 November 2025. This significant event takes place on behalf of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE.
The gathering will occur in the capital, with attendance from high-ranking officials such as Their Highnesses the Crown Princes, Deputy Rulers, prominent civil and military personnel, along with members of the diplomatic community. Prior to the session kickoff, Sheikh Mohammed will engage with His Excellency Saqr Ghobash, the Speaker of the Federal National Council.
This session is convened in accordance with Federal Decree No. (151) of 2025, which was issued by the President of the UAE. This decree formally initiates the third ordinary session of the 18th legislative chapter of the FNC and will be published in the Official Gazette. The implementation of this decree will be overseen by the Speaker of the Council.
The proceedings will begin with the election of two new observers plus the reformation of the standing committees. These steps align with the internal regulations of the Council and are a customary procedure at the outset of every annual session and during the first and third sessions of each legislative term. Observers play a crucial role in providing oversight, while standing committees deal with various significant issues.
Moreover, the Council will officially conclude the second ordinary session of the 18th legislative chapter by reviewing Federal Decree No. (73) of 2025. Members will examine previous communications directed to the Government regarding various policy issues and receive updates from government officials concerning pivotal topics slated for discussion.
A focal point on the agenda will be the assessment of a draft federal law that integrates the Union’s general budget with the budgets of independent federal entities for the year 2026. This draft law has been designated to the Financial, Economic and Industrial Affairs Committee for thorough examination.
The Federal National Council is instrumental in reviewing laws, supervising government actions, and acting as a representative voice of the UAE's citizens. This session signifies a crucial advancement in the nation’s ongoing initiatives to fortify governance and promote national development.
The commencement of this session epitomizes the UAE’s commitment to transparency, dialogue, and continuous improvement as the nation strides towards its future aspirations.
