Japan's new Prime Minister Sanae Takaichi announced on Friday her commitment to enhance the alliance with the United States and adopt a firmer approach towards China, North Korea, and Russia. In her inaugural policy presentation to parliament in Tokyo, Takaichi expressed her ambition to elevate Japan-US relations to “new heights” prior to President Donald Trump’s scheduled visit to Japan.
This declaration came just days ahead of Trump's arrival, emphasizing his ongoing push for allies like Japan to bolster military expenditures. Takaichi revealed plans for Japan to earmark 2% of its GDP for defense this fiscal year, achieving a key governmental goal two years ahead of the aim.
Fortifying the Alliance and National Security
Inspired by her political mentor Margaret Thatcher, Takaichi highlighted the necessity for a “trust-based relationship” with Washington. She asserted her administration's intent to “elevate the Japan-US partnership to new heights,” particularly given mutual concerns regarding security threats in the region.
“The military activities of China, North Korea, and Russia are increasingly alarming,” she warned, adding that “the free, open, and stable international order that we know is facing significant challenges from shifting power dynamics.”
The Chinese foreign ministry swiftly criticized Japan's expanding defense budget and relaxed arms export policies, insinuating these actions “raise serious questions” about Japan's adherence to a purely defensive strategy.
Addressing Immigration and Domestic Challenges
Aside from defense matters, Takaichi is confronted with pressing domestic issues such as a stagnant economy, an aging populace, and workforce shortages. While acknowledging the necessity for foreign labor to fill gaps, she also recognized the growing public concern regarding immigration.
“Some illegal activities and violations by certain foreigners have led to public discomfort,” she remarked. “Though we strongly reject xenophobia, the government will take decisive action against such incidents and ensure law compliance.”
Takaichi tasked Kimi Onoda with the role of minister devoted to fostering a “society of harmonious coexistence with foreign nationals,” aimed at promoting better integration while upholding social order. Misinformation has circulated online suggesting Onoda was appointed as the “minister for mass deportations,” which officials have rebutted as inaccurate.
Combating Inflation and Economic Challenges
Addressing the escalating inflation and cost-of-living issue in Japan, Takaichi vowed to alleviate financial pressures on households. While specifics of her forthcoming economic initiative were limited, she reaffirmed that aiding citizens amid inflation remains a primary focus.
Current statistics indicate consumer prices increased by 2.9% in September, compared to 2.7% in August. Economists continue to highlight inflationary pressures as a vital concern for households.
Takaichi, a known proponent of increased government spending and a more flexible monetary policy, has seen her appointment uplift investor confidence, driving Japanese stocks to new record levels. However, she cautioned that decisions regarding monetary policy will remain within the purview of the Bank of Japan (BoJ), which is cautiously moving towards normalizing its ultra-loose stance.
Analysts express concern that US tariffs could adversely affect Japan's export-centric economy. “The BoJ is wary regarding the ramifications of US tariffs on corporate profitability and wage growth,” stated Abhijit Surya of Capital Economics.
