In a significant legislative move, U.S. President Donald Trump has enacted two key bills, promoting historical art recovery efforts and enhancing support for small businesses. This announcement was made by The White House on April 13, 2026.

The first piece of legislation, dubbed the “Holocaust Expropriated Art Recovery Act of 2025,” extends and permanently solidifies legal provisions first introduced in 2016. This act aims to assist families in reclaiming artworks and cultural items seized during the Holocaust. By augmenting judicial authority, the updated statute provides victims and their descendants with essential legal support to pursue claims regarding lost or stolen art.

Officials assert that this initiative bolsters ongoing efforts to rectify historical wrongs from World War II. Furthermore, it seeks to eliminate legal obstacles that restricted courts from hearing these claims, thereby facilitating the recovery of rightful properties.

The second bill, known as the “Small Business Innovation and Economic Security Act,” is centered on fostering innovation and economic growth. It not only extends authorization and funding for pivotal federal programs, such as the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) initiatives, until fiscal year 2031 but also introduces updates aimed at enhancing efficiency and the scope of these programs.

These initiatives are crucial for empowering startups and small enterprises by providing necessary funding for research and development. They also promote synergy between small businesses and research institutions, facilitating the introduction of groundbreaking technologies and concepts into the market.

Ultimately, the dual focus of these bills illustrates the administration's commitment to addressing both historical injustices and bolstering future economic development.
