The United Arab Emirates and the Republic of the Philippines have reaffirmed their shared commitment to strengthening bilateral relations and enhancing cooperation in consular services. The two nations convened the second session of the UAE-Philippines Consular Committee in Manila, demonstrating their dedication to improving services for citizens and residents of both countries.
The meeting was co-chaired by Rashed Nadhar Rahmah, Director of the Consular Services Department at the UAE Ministry of Foreign Affairs, representing the UAE side, and Anne Jalando-on Louis, Assistant Secretary of the Office of Consular Affairs at the Philippine Department of Foreign Affairs, representing the Philippines. The session was attended by several senior officials and representatives from both countries’ respective ministries and related departments.
Both sides emphasized the enduring strength of the UAE-Philippines relationship, which has been built over decades on mutual respect, friendship, and close collaboration. The meeting reaffirmed the importance of continuing to enhance this relationship through dialogue and partnership, particularly in the areas of consular services, crisis response, and community support.
A key focus of the discussions was on improving the efficiency and accessibility of consular services for the citizens of both countries. The delegations reviewed existing procedures and explored new strategies to simplify processes such as passport renewal, visa facilitation, document authentication, and legal assistance. The goal is to ensure that nationals in each country receive timely and high-quality support in all consular matters.
The two countries also addressed the importance of emergency and crisis management, particularly in assisting citizens during unforeseen events such as natural disasters, pandemics, or political emergencies. Both sides agreed to enhance communication mechanisms between their respective embassies and government departments to ensure quick responses and efficient coordination during such situations.
During the session, both delegations reiterated their commitment to the protection and welfare of their citizens abroad, especially overseas workers. The UAE and the Philippines have a long-standing partnership in this area, given the large Filipino community living and working in the UAE. The two sides discussed further cooperation on labor welfare, repatriation procedures, and community outreach programs.
The meeting also celebrated the historical and friendly relations between the UAE and the Philippines, which date back to the establishment of diplomatic ties in 1980. Over the years, both nations have built strong partnerships in trade, tourism, labor, and culture. The Philippines is home to one of the largest expatriate communities in the UAE, and the UAE remains a key destination for skilled Filipino workers, entrepreneurs, and professionals.
The session highlighted the importance of promoting mutual understanding and creating platforms for regular dialogue between the two governments. Both sides expressed their readiness to expand cooperation in new areas such as digital consular services, cultural exchange programs, and the use of modern technology to facilitate faster and more secure communication between ministries and embassies.
Officials from both countries agreed that the UAE-Philippines partnership serves as a model of constructive regional cooperation built on respect, trust, and shared aspirations. They pledged to continue working together on policies that enhance transparency, improve public service delivery, and ensure the welfare of all citizens living abroad.
The meeting concluded with both sides expressing satisfaction with the outcomes of the session and a shared commitment to implementing the agreed-upon initiatives. The co-chairs acknowledged the significant role of the consular committees in fostering people-to-people connections and ensuring that citizens’ needs are addressed effectively.
The two countries reaffirmed their belief that continued cooperation in consular and humanitarian affairs strengthens not only bilateral relations but also regional stability and prosperity. The next committee meeting will continue to build on these achievements, promoting closer ties between the UAE and the Philippines for the benefit of their peoples.
