His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum has unveiled the annual report of the Dubai Judicial Authority for 2025 during a session of the Dubai Judicial Council, emphasizing significant strides in judicial efficiency, the embrace of digital transformation, and the enhancement of governance within Dubai’s judicial framework.
This report showcases the ongoing evolution of Dubai’s judicial landscape and highlights initiatives aimed at boosting the quality of judicial services, expediting case resolutions, and enhancing public faith in the legal system.
During the council meeting chaired by Sheikh Maktoum, discussions centered on fortifying the judicial ecosystem and optimizing operational effectiveness. Additionally, the council addressed member requests and reviewed promotions intended for 2027 to attract skilled Emirati professionals to the judiciary.
Sheikh Maktoum underscored that, driven by the vision of Sheikh Mohammed bin Rashid Al Maktoum, Dubai remains committed to constructing a sophisticated judicial system founded on principles of justice, transparency, efficiency, and adherence to the rule of law.
He stated that the annual report stands as a vital metric for gauging institutional performance and monitoring development across Dubai's judicial bodies. The positive outcomes for 2025 reflect the judiciary’s capability to adapt to rapid changes while elevating service quality and public trust.
Furthermore, he called for the continuous enhancement of the judicial sector through innovation, digital technology, and advanced solutions to bolster Dubai’s global position and readiness for the future.
The report indicated that 43 legislative acts and 66 resolutions from the Judicial Council were implemented in 2025 to enhance judicial processes and governance. Moreover, 83 studies were conducted to refine judicial services, projects, and legal frameworks.
The document also disclosed that the total count of Judicial Authority members reached 522 following the addition of 86 new appointees, with female representation now standing at 6.5 percent.
Throughout the year, 92 training programs were executed, yielding 2,601 training hours that benefited 376 participants, thereby boosting judicial competencies.
The report emphasized robust judicial performance from the Dubai Courts and the Public Prosecution. A total of 66,933 criminal cases were lodged, with 59,421 cases resolved, resulting in an impressive investigation and indictment accuracy of 94.2 percent.
Dubai Courts achieved an 86.5 percent ruling accuracy in the Courts of First Instance and 87.1 percent in the Court of Appeal.
Average case ruling time in the Courts of First Instance was recorded at 114 days, while the overall case resolution rate stood at 90 percent.
The report also noted that the total value of settled cases and requests managed by Dubai Courts reached AED10.2 billion, including AED3.68 billion handled through enforcement actions.
Moreover, advancements in digital transformation were highlighted, with Dubai Courts completing 1.7 million smart applications, conducting 24,507 remote hearings, and publishing 21,121 judicial decisions.
The Public Prosecution processed 23,438 smart bail requests, alongside 173,013 blockchain-enabled applications.
Key achievements included the formation of the Dubai Centre for Judicial Expertise, the initiation of a digital pathway for criminal cases, the establishment of the Judicial Control Room, and new regulations addressing housing construction disputes for UAE nationals.
His Excellency Dr. Abdullah Saif Al Sabousi pointed out that the annual report functions as a strategic instrument to assess performance and facilitate the ongoing development of Dubai’s judicial framework in line with the top standards of justice and governance.
