A newly proposed US peace plan could necessitate Ukraine conceding territory, scaling back its military forces, and relinquishing long-range weaponry, as Russia launched a fatal missile strike on western Ukraine that resulted in 26 deaths, including three children. This assault targeted residential buildings in Ternopil on Wednesday, marking a significant escalation in attacks on western Ukraine since the onset of the conflict in 2022.
The proposal is said to reflect the extensive demands from Russia, which Ukraine has consistently dismissed as a pathway to capitulation. It calls for the acknowledgment of Crimea and other regions currently under Russian control and suggests reducing Ukraine’s armed forces to 400,000 members. The reciprocal actions anticipated from Russia remain unclear.
Ukrainian President Volodymyr Zelensky's visit to Turkey aimed to reinvigorate US involvement in the peace negotiations, although a US representative expected to accompany him did not make the trip. Nevertheless, a senior Pentagon team led by US Army Secretary Daniel Driscoll arrived in Kyiv to confer with Ukrainian leaders, including Defence Minister Denys Shmygal, about potential resolutions to the conflict.
Oleksandr Syrsky, Ukraine's chief military officer, characterized his discussions with the US delegation as “productive,” emphasizing the urgency of reinforcing air defenses, enhancing long-range strike capabilities, and stabilizing the front line against Russian advances.
In Ternopil, rescue teams sifted through debris after the cruise missile strikes targeted apartment complexes. High chlorine levels in the air, caused by the subsequent fires, led authorities to advise the 200,000 residents to stay indoors. Among the casualties was a 20-year-old, Bohdan, who perished at home alongside 25 others. An additional 92 individuals, including 18 children, sustained injuries. Zelensky termed the attack “barbaric,” while UN human rights chief Volker Turk condemned the civilian death toll as “appalling.”
Currently, Russian forces hold approximately one-fifth of Ukraine's land, with Moscow expressing readiness to persist in hostilities unless Ukraine complies with its demands. Ukraine is optimistic that the US can exert pressure on Russia for negotiations, potentially through sanctions, while also striving to revive prisoner exchanges and other humanitarian arrangements.
The tragic incident in Ternopil comes as winter looms, intensifying challenges for Ukraine’s energy infrastructure and military on the front lines. Turkish President Recep Tayyip Erdogan has called on both parties to resume peace discussions in Istanbul, noting that earlier negotiations this year have yielded minimal progress.
