The ninth edition of the Abu Dhabi Leadership Forum brought together more than 180 senior government officials to strengthen collaboration across departments and drive a talent-focused transformation in the public sector of Abu Dhabi.
The forum was hosted by the Department of Government Enablement (DGE) under the theme “Unlocking Performance Through Human Capital.” It was the first major leadership gathering since the introduction of Human Resources Law No. (08) of 2025, which officially came into effect on January 1, 2026.
The new HR law aims to build a merit-based work culture, offer flexible career paths for employees, and position the Abu Dhabi Government as an attractive workplace for skilled professionals. The reform is supported by integrated digital HR platforms and workforce analytics systems that allow real-time monitoring of employee performance and talent development across government departments.
His Excellency Ibrahim Nassir, Undersecretary of DGE, said public service carries both responsibility and the opportunity to make a real difference in society. He noted that the new HR framework helps attract and retain top talent by providing better learning opportunities, faster career growth, and improved work-life balance.
He added that the leadership forum plays a key role in encouraging leaders to invest in their teams, support learning, and turn development into measurable results that improve government performance.
During the opening session, DGE leaders stressed that the new HR law is not just a regulatory change but a strategic step toward building a future-ready government. Officials highlighted the goal of creating an AI-driven and digitally capable workforce supported by advanced data systems and unified digital platforms under the Abu Dhabi Government Digital Strategy.
Leaders participating in the forum also signed the Talent Nurturing Pledge, committing to promote continuous learning and demonstrate the impact of training and development through everyday leadership actions.
His Excellency Dr Yasir Al Naqbi, Director General of GovAcademy, said talent development must become a daily leadership mindset rather than a one-time initiative. He explained that while the new HR law provides systems and governance for merit and flexibility, it is leaders who ensure these policies work effectively in practice.
He said that when leaders support learning, recognise progress, and encourage employees to grow through real work experiences, it strengthens confidence and purpose in public service.
The forum was attended by 71 Directors General and 113 Executive Directors. It featured keynote discussions with international experts and government leaders who shared practical strategies based on behavioural science, performance research, and data-driven management.
Participants also joined interactive sessions focused on decision-making, adaptability, and cross-sector cooperation. Leaders discussed ways to include coaching, real-time feedback, and skill development in daily management practices.
The sessions also highlighted digital learning tools such as Tomouh, an AI-supported application that provides personalised learning journeys for government employees and aligns their development with organisational goals.
The Abu Dhabi Leadership Forum is part of DGE’s broader efforts to strengthen leadership capabilities and improve long-term performance across government institutions. The initiative builds on growing momentum in the government sector, where thousands of employees are already participating in AI training, digital upskilling, and professional development programmes aimed at preparing the workforce for the future.
