Beijing Sets New Terms for Taiwan’s Role at 2026 APEC in Shenzhen

Taiwan’s Foreign Minister Lin Chia-lung has warned that China has attached new conditions to Taipei’s involvement in the 2026 Asia-Pacific Economic Cooperation (APEC) summit, scheduled for Shenzhen. Lin says Beijing has stepped back from a 2024 promise that assured Taiwan of "equal participation" and the safety of its delegates.

APEC remains one of the few international fora where Taiwan takes part despite limited diplomatic recognition. Taiwan joins under the name "Chinese Taipei" and customarily does not send its president to avoid escalating political disputes. The 2026 meeting arrives amid heightened friction across the Taiwan Strait, including increased Chinese military activity.

China’s foreign ministry has reiterated that any participation must align with the "one China" principle — a stance Taipei rejects, arguing Beijing cannot represent Taiwan internationally. Lin says the new stipulations contravene a written assurance from the 2024 Peru APEC summit and pledged to protect Taiwan’s interests while coordinating with like-minded partners.

Relations during APEC hosting have varied historically. When China hosted in 2014, ties were relatively cooperative under President Ma Ying-jeou, leading to key trade and tourism accords. By contrast, Taiwan boycotted the summit in 2001 over disputes concerning its delegation.

Taipei is balancing the need for international engagement with the realities of Beijing’s diplomatic pressure. The dispute over APEC participation underscores ongoing cross-strait tensions and the difficulties Taiwan faces when seeking a visible role on the global stage.
