Manitoba Authorities Uncover Major Cocaine Trafficking Scheme

Authorities have unveiled a complex drug trafficking scheme in Manitoba, where traffickers utilized mail services, courier deliveries, commercial transport trucks, and covert vehicle compartments to circulate substantial amounts of cocaine and other illicit drugs across Canada. This extensive network, linked to organized crime including the Hells Angels and Mexican cartels, has been operational for nearly two years.

The investigation, dubbed “Project Puma,” was spearheaded by the Winnipeg Police Service in collaboration with law enforcement agencies across Manitoba, Alberta, and Ontario. Officials stated that the network imported cocaine, methamphetamine, and fentanyl from the U.S., storing the substances in warehouses mainly positioned in Alberta and Ontario before distributing them into Manitoba and Northwestern Ontario via discreet delivery methods.

Investigators revealed that traffickers frequently employed mail systems and courier services to evade law enforcement detection. Reports suggest that packages containing narcotics were shipped between provinces through conventional delivery methods, presenting challenges for detection efforts. Commercial transport vehicles and private cars equipped with concealed compartments were reportedly used for cross-border narcotics movement.

The criminal operation consisted of multiple trafficking cells under a broader national organization. Over the course of the two-year investigation, law enforcement conducted undercover operations and surveillance and gathered significant intelligence. Police obtained nearly 200 judicial permissions, including search and tracking warrants, to monitor activities and gather evidence against suspects.

This operation led to the confiscation of over $37.2 million in illegal drugs, marking it as Manitoba's largest drug seizure. Law enforcement recovered 175 kilograms of cocaine, 339 kilograms of methamphetamine, and over 11 kilograms of fentanyl. Additionally, firearms, vehicles, illegal cigarettes, and around $825,000 in cash associated with the trafficking were seized.

In total, authorities arrested 33 individuals facing 174 charges related to drug trafficking, conspiracy, and crime proceeds. While some suspects have already entered guilty pleas, others remain at large. Law enforcement believes this organization significantly impacted the illegal drug trade in Manitoba and surrounding areas.

Officials emphasized that this case illustrates how organized crime enterprises are evolving in their logistics and distribution techniques. The authorities warned that criminal groups now implement coordinated supply chains, encrypted communication, and diverse delivery systems to facilitate the movement of illegal drugs throughout Canada. Enhanced collaboration between various police agencies was highlighted as crucial for dismantling this trafficking network.

Furthermore, investigators articulated the substantial societal repercussions linked to the illegal drug trade, highlighting connections to addiction, violence, overdoses, and organized crime. Manitoba officials underscored that the success of this operation sends a noteworthy message that law enforcement will persist in targeting major trafficking networks spanning provincial and international boundaries.
