UAE FANR Highlights Emergency Preparedness at Riyadh Conference

The Federal Authority for Nuclear Regulation (FANR) of the UAE participated in the International Conference on Nuclear and Radiological Emergencies, held from 1st to 4th December 2025 in Riyadh, Saudi Arabia. The event, organized under the theme “Building the Future in an Evolving World,” brought together senior officials, regulators, and technical experts to discuss global advancements in emergency preparedness and response.

FANR’s involvement highlights the UAE’s continuous commitment to improving emergency preparedness, enhancing national readiness, and promoting international collaboration in managing nuclear and radiological incidents.

As part of the conference, FANR’s Director-General, Christer Viktorsson, attended a high-level session focusing on the importance of exercises in emergency preparedness. The session emphasized the value of coordinated drills and large-scale simulations in testing national capabilities, improving response arrangements, and supporting decision-making during critical situations.

FANR also chaired several sessions covering key aspects of nuclear and radiological emergency preparedness and response. Discussions focused on strengthening public health and medical response systems, improving operational readiness and coordination of first responders, and advancing strategies for recovery and long-term response. These talks highlighted the need for integrated health-sector mechanisms, effective recovery planning, and maintaining public confidence while ensuring strong regulatory oversight throughout all phases of emergency management.

The UAE’s emergency framework is tested regularly through national and international drills. In 2025 alone, approximately 15 multi-agency exercises were conducted to reinforce coordination with national partners and strengthen response capabilities. FANR also actively participates in international exercises, such as the IAEA ConvEx-3, showcasing the UAE’s leadership in nuclear emergency management.

FANR plays a central role in developing the UAE’s national Emergency Preparedness and Response System, collaborating closely with local entities and international partners. Its state-of-the-art Emergency Operations Centre (EOC) supports real-time coordination, technical assessment, and decision-making during nuclear and radiological emergencies. The EOC also serves as the UAE’s National Warning Focal Point under relevant international conventions.

The conference reaffirmed FANR’s dedication to protecting the public and the environment. The authority’s emergency framework has been widely recognized for its robustness, effectiveness, and ability to manage diverse emergency scenarios. Through its comprehensive approach, FANR ensures that the UAE is fully prepared for nuclear and radiological emergencies while maintaining public trust and safety.

By participating in the Riyadh conference, FANR reinforced its leadership role in sharing expertise, strengthening international cooperation, and promoting best practices in nuclear and radiological emergency management. The UAE continues to prioritize public safety, environmental protection, and global collaboration in this critical field.
