The General Court of Audit (GCA) of Saudi Arabia took part in the 79th Meeting of the Governing Board of the International Organization of Supreme Audit Institutions (INTOSAI). The meeting was held as part of the proceedings of INTOSAI’s 25th General Assembly, hosted by the Arab Republic of Egypt. The GCA attended the session in its role as the Second Vice-Chair of INTOSAI, underscoring Saudi Arabia’s growing leadership in the field of public auditing and accountability.
The event brought together presidents and representatives of Supreme Audit Institutions (SAIs) from INTOSAI member countries. The meeting served as a platform for sharing experiences, reviewing organizational progress, and strengthening global cooperation in the audit sector. Members exchanged insights on current financial and administrative trends and explored new ways to enhance public audit systems across the world.
During the meeting, Dr. Hussam Alangari, President of the General Court of Audit, presented an extensive report on the main activities of two important committees: the INTOSAI Policies, Finance, and Administration Committee (PFAC), which he chairs, and the INTOSAI-Donor Cooperation Steering Committee (IDSC), where he serves as Chair representing the INTOSAI side. His presentation highlighted the achievements, challenges, and ongoing efforts of both committees in supporting the organization’s goals.
Dr. Alangari emphasized the vital role these committees play in advancing INTOSAI’s Strategic Plan. He explained how PFAC works to ensure sound governance, financial transparency, and administrative efficiency within the organization. Similarly, he noted that the INTOSAI-Donor Cooperation initiative promotes partnerships between audit institutions and global donors to strengthen institutional capacity, particularly in developing countries.
The meeting included discussions on several essential reports and updates. These covered the Report of the Chair of the Governing Board, which summarized the activities and key achievements of INTOSAI over the past year, as well as the Report of the General Secretariat that detailed the organization’s current financial and administrative condition. Both reports reflected the progress made toward enhancing accountability and cooperation among member SAIs.
The session also featured presentations from the Chairs of the INTOSAI Goal Committees. These included the Capacity Building Committee (CBC), which focuses on strengthening the skills and effectiveness of audit institutions, and the Professional Standards Committee (PSC), which works to ensure consistency and high standards across global auditing practices. Additionally, the INTOSAI Development Initiative (IDI) shared its latest report, outlining training programs and regional capacity-building activities conducted worldwide.
Representatives from INTOSAI’s Regional Organizations also provided updates on their recent initiatives and activities. These reports highlighted regional collaboration projects, peer review exercises, and training programs aimed at enhancing the technical capacity of member SAIs. The discussions reflected a shared commitment to building more transparent, accountable, and efficient government auditing systems globally.
The INTOSAI Governing Board holds an essential position within the organization’s structure. It oversees the implementation of the Strategic Plan, coordinates the work of INTOSAI committees, issues executive decisions, and reviews policy proposals before they are presented to the General Assembly. Through this governance mechanism, INTOSAI ensures the effective delivery of its objectives in promoting accountability, integrity, and good governance in public financial management.
The participation of the Saudi GCA in this important global meeting demonstrates the Kingdom’s continued dedication to international cooperation in the field of auditing. Saudi Arabia’s active leadership role within INTOSAI, through the chairmanship of major committees and its Vice-Chair position on the Governing Board, reflects its ongoing efforts to enhance transparency, efficiency, and professionalism within national and global audit systems.
The 79th Meeting of the INTOSAI Governing Board in Egypt served as a platform for meaningful dialogue and collaboration among the world’s top audit institutions. With contributions from Saudi Arabia’s General Court of Audit, the discussions reinforced the importance of shared knowledge, partnership, and innovation in public sector auditing. The meeting’s outcomes are expected to strengthen global accountability frameworks and support the achievement of INTOSAI’s vision for a transparent and well-governed public sector.
