On the sidelines of the 80th session of the United Nations General Assembly in New York, Jassim Mohammed Al-Budaiwi, Secretary-General of the Gulf Cooperation Council (GCC), held a meeting with Paulo Rangel, Minister of Foreign Affairs of Portugal. The meeting reflected the shared interest of both sides in expanding relations and exploring new opportunities for cooperation.
Strengthening GCC–Portugal Relations
During the discussion, both leaders reviewed ways to enhance ties between the GCC states and Portugal. They stressed the importance of building stronger frameworks for cooperation in fields of mutual interest such as trade, investment, energy, and cultural exchange. The meeting highlighted Portugal’s growing interest in closer engagement with the Gulf region.
Agreement On Future Memorandum Of Understanding
One of the main outcomes of the meeting was the agreement to set a date soon for the signing of a memorandum of understanding (MoU). This MoU will act as a roadmap for stronger cooperation, outlining areas where both sides can collaborate more effectively. Both Al-Budaiwi and Rangel emphasized that the MoU would mark the beginning of a new phase in GCC–Portugal relations.

Al-Budaiwi also highlighted the significance of the upcoming GCC–EU Joint Ministerial Meeting, scheduled to take place in Kuwait on 6th October. He pointed out that this meeting would build on the outcomes of the first GCC–EU Summit held in Brussels in October 2024. The goal is to translate discussions into practical steps that strengthen ties between the two regions.

The first GCC–EU Summit in Brussels was a milestone in relations between the Gulf and European Union. It provided a platform to discuss political, economic, and security cooperation at the highest level. Al-Budaiwi stressed the need to build on the momentum of that summit, ensuring that the agreements and initiatives launched then are carried forward in future meetings.

Both sides emphasized their commitment to multilateralism and the importance of working together within international frameworks such as the UN. The meeting showed how regional organizations like the GCC and EU can strengthen ties with individual European countries like Portugal, contributing to a more balanced and cooperative international order.
