On the sidelines of the 80th session of the United Nations General Assembly in New York, Jassim Mohammed Al-Budaiwi, Secretary-General of the Gulf Cooperation Council (GCC), held a meeting with Paulo Rangel, Minister of Foreign Affairs of Portugal. The meeting reflected the shared interest of both sides in expanding relations and exploring new opportunities for cooperation.
Strengthening GCC–Portugal Relations
During the discussion, both leaders reviewed ways to enhance ties between the GCC states and Portugal. They stressed the importance of building stronger frameworks for cooperation in fields of mutual interest such as trade, investment, energy, and cultural exchange. The meeting highlighted Portugal’s growing interest in closer engagement with the Gulf region.
Agreement On Future Memorandum Of Understanding
One of the main outcomes of the meeting was the agreement to set a date soon for the signing of a memorandum of understanding (MoU). This MoU will act as a roadmap for stronger cooperation, outlining areas where both sides can collaborate more effectively. Both Al-Budaiwi and Rangel emphasized that the MoU would mark the beginning of a new phase in GCC–Portugal relations.
Importance Of The MoU
The signing of a formal memorandum is expected to provide a structured framework for partnership. Such agreements help ensure that cooperation moves beyond dialogue into concrete action. By putting commitments into writing, both sides can work on joint projects, share expertise, and build long-term partnerships in various fields.
Reference To Upcoming GCC–EU Meeting
Al-Budaiwi also highlighted the significance of the upcoming GCC–EU Joint Ministerial Meeting, scheduled to take place in Kuwait on 6th October. He pointed out that this meeting would build on the outcomes of the first GCC–EU Summit held in Brussels in October 2024. The goal is to translate discussions into practical steps that strengthen ties between the two regions.
Building On The GCC–EU Summit In Brussels
The first GCC–EU Summit in Brussels was a milestone in relations between the Gulf and European Union. It provided a platform to discuss political, economic, and security cooperation at the highest level. Al-Budaiwi stressed the need to build on the momentum of that summit, ensuring that the agreements and initiatives launched then are carried forward in future meetings.
Shared Commitment To Global Cooperation
Both sides emphasized their commitment to multilateralism and the importance of working together within international frameworks such as the UN. The meeting showed how regional organizations like the GCC and EU can strengthen ties with individual European countries like Portugal, contributing to a more balanced and cooperative international order.
Role Of Portugal In EU–Gulf Relations
Portugal has traditionally been a bridge between Europe and other regions, thanks to its history and global outlook. Strengthening ties with the GCC fits within its broader strategy of building strong partnerships outside Europe. By engaging with the Gulf states, Portugal hopes to boost economic cooperation and play a larger role in EU–Gulf relations.
GCC’s Strategic Engagement With Europe
For the GCC, engaging with European partners like Portugal forms part of its wider strategy to diversify relations, expand trade, and enhance political cooperation beyond the region. Europe is a key partner for the Gulf in energy, investment, and technology. By deepening relations, the GCC is ensuring that its member states remain connected to global developments and opportunities.
The meeting between Al-Budaiwi and Rangel marks a step forward in building stronger ties between the GCC and Portugal. With an MoU on the horizon and a major GCC–EU ministerial meeting around the corner, both sides are preparing for a new stage of cooperation. The discussions in New York reaffirmed the shared determination to turn dialogue into tangible projects that benefit both regions.
