The General Pension and Social Security Authority (GPSSA) has signed a Memorandum of Understanding with Core42, a leading G42 company that focuses on AI and cloud technologies. The signing took place during GITEX Global 2025, one of the world’s largest technology exhibitions. This partnership aims to make the UAE a global leader in digital and smart government services by using artificial intelligence and secure data systems.
A Step Towards Smart Government Services
Through this partnership, GPSSA plans to create a special data and artificial intelligence platform. This platform will help improve customer experience and support decision-making using accurate data and smart analysis. It will also make internal operations more efficient, ensuring that government services become faster, safer, and more proactive in serving citizens.
Encouraging Innovation and National Talent
The agreement also supports the UAE’s long-term goals of developing national talent and creating a work environment that inspires innovation. By using modern AI technology, GPSSA hopes to train Emirati professionals in future-ready digital skills. This will help the nation build a workforce capable of handling advanced technology while maintaining a balance between innovation and sustainability.
Strengthening Digital Infrastructure in the UAE
The new system will be hosted within the UAE’s sovereign cloud platform, which ensures that all data is stored and managed locally under high security and digital governance standards. This approach aligns with the UAE’s “We the Emirates 2031” vision and the National Strategy for Artificial Intelligence. Both strategies focus on making the UAE a world model for safe, smart, and efficient use of technology in government operations.
Enhancing Digital Transformation Goals
The Memorandum of Understanding reflects GPSSA’s commitment to move beyond traditional digital transformation. The goal is to create a proactive digital system that serves citizens before they even need to request a service. The authority aims to use technology to anticipate people’s needs, reduce waiting times, and improve satisfaction. This new direction is also part of the “Zero Government Bureaucracy” program, which focuses on making government processes simple and efficient.
Using AI to Create Smarter Services
As part of the collaboration, Core42 will design a secure, unified data platform for GPSSA using the latest AI and cybersecurity tools. The company will also develop future use cases that allow GPSSA to deliver proactive, AI-powered services. These services will not only save time but also ensure a smooth experience for users such as employees, pensioners, and employers.
Leadership Comments on the Partnership
Faras Al Ramahi, Director-General of GPSSA, described the collaboration as an important step towards building the government of the future. He said, “We are building a smart, proactive system that redefines government services. This partnership helps us turn the goals of the National Artificial Intelligence Strategy into reality.” He added that GPSSA’s partnership with Core42 was based on the company’s strong experience in AI and its shared commitment to the UAE’s digital vision.
Creating a Digital Fortress for Citizen Data
Al Ramahi explained that this partnership will allow GPSSA to create a “digital fortress” for storing and analysing data related to pensioners, employees, and employers. This will help the authority understand citizens’ needs, design better services, and ensure data security. It will also help reduce operational costs and improve decision-making, supporting the UAE’s position as a global leader in AI governance.
Core42’s Role in the Collaboration
Kiril Evtimov, CEO of Core42, expressed his pride in working with GPSSA. He said, “Our collaboration shows how secure and scalable digital infrastructure can unlock innovation in the public sector. Using Core42’s Sovereign Public Cloud and Compass AI, we are preparing GPSSA to become an AI-ready authority capable of managing its data safely and responsibly.”
Supporting UAE’s Vision for the Future
This collaboration is expected to bring a major improvement in GPSSA’s digital services. It represents a new stage of proactive and customer-focused government operations. By embracing AI and advanced data management, GPSSA will contribute to achieving the goals of the UAE Centennial 2071 — a plan to build a safe, prosperous, and technology-driven society for future generations.
A Model for AI Governance Worldwide
Through this partnership, GPSSA and Core42 aim to create a model for how AI can be used responsibly in public services. Their work will show the world that digital transformation is not only about technology but also about trust, efficiency, and human progress. The project will help ensure that every citizen enjoys secure, smooth, and smart government services that reflect the UAE’s vision of innovation and excellence.
