Japan is currently experiencing an alarming escalation in bear attacks throughout 2025, resulting in 13 deaths and more than 100 injuries since April. These incidents are increasingly occurring in urban areas, extending from secluded forests to residential districts and even supermarkets. This crisis stems from a dramatic rise in bear numbers alongside a food shortage attributed to a unsuccessful acorn yield.
In northern Japan, locals have begun to adopt innovative measures such as attaching bells to their bags to alert bears, while cautionary notices have been issued in the impacted regions. Kakeru Matsuhashi, a local hunter, described the atmosphere as “terrifying” due to the frequency of these attacks.
The Akita prefecture has turned into a focal point for these incidents, with notable cases like a 2023 situation where a bear unexpectedly emerged from a garage and attacked 68-year-old Keiji Minatoya. In response, the authorities have mobilized troops to assist in the capture and hunting of bears, and have authorized riot police to use firearms.
Experts have pinpointed the surging bear population as a key factor, with brown bears in Japan doubling to around 12,000, whereas approximately 42,000 Asian black bears are now residing on Honshu island. The combination of poor acorn harvests and a declining rural population has driven these animals into closer proximity to human habitats.
Dr. Hajime Nakae from Akita University Hospital, who is involved in treating bear-related injuries, expressed concern over aggressive bear charges towards humans, indicating a behavioral shift linked to increased human interactions. Researchers advocate for “comprehensive culling” to mitigate the dangers, although diminishing numbers of hunters complicate these control efforts.
Government measures aimed at population control have yielded temporary success, with over 4,200 bears culled between April and September 2025, surpassing 1,000 in Akita alone. Experts anticipate a temporary reprieve during the forthcoming hibernation season; nevertheless, risks may reemerge in the following year if growth in bear populations remains unchecked.
This surging bear crisis in Japan highlights an urgent necessity for concerted wildlife management strategies alongside measures for public safety, ensuring a balance between ecological conservation and human safety.
