The United States has presented specific conditions that Canada must fulfill to obtain a long-term extension of the Canada-U.S.-Mexico Agreement (CUSMA). According to U.S. Trade Representative Jamieson Greer, while the agreement has resulted in more than a 50% increase in American exports since 2020, it requires modifications in various areas before renewal can take place.
One major demand from the U.S. is for Canada to broaden its market for American dairy products, pointing out that existing policies restrain trade and disadvantage U.S. producers. Despite allowing some tariff-free imports, the U.S. dairy lobby seeks to ease these restrictions to create more market opportunities. The current regulations under Canada’s Online Streaming Act, affecting platforms such as Netflix and YouTube, are also in the spotlight. The U.S. contends that these rules unfairly hinder American enterprises and anticipates revisions to level the competitive landscape.
Provincial bans on U.S. alcoholic beverages have significantly limited sales, adversely affecting companies such as Brown-Forman. U.S. officials are advocating for the lifting of these restrictions, relating them to earlier tariff disputes. Additionally, discriminatory procurement procedures in Ontario, Quebec, and British Columbia, combined with complex customs registration processes, are among the issues the U.S. intends to address. Concerns regarding Alberta's treatment of U.S. energy companies and regulatory discrepancies affecting lobster fisheries neighboring New Brunswick and Maine are also on the U.S. agenda.
Greer highlighted that the business community and labor groups largely endorse the continuation of CUSMA, but assert that improvements are essential for fairness and the protection of American interests. He suggested that there could be a move towards bilateral agreements with Canada and Mexico, although issues such as critical minerals and rules of origin would benefit from a trilateral approach.
This development indicates a significant shift from previous U.S. commendations of CUSMA, hinting at stricter negotiations in the future. Canada now finds itself under pressure to initiate crucial policy changes to prevent the return of annual reviews, which could lead to ongoing trade instability.
