Jared Kushner, the envoy of US President Donald Trump and son-in-law, has returned to Israel, confronting hurdles in the ongoing Gaza ceasefire negotiations. These talks, intended to transition into a more intricate phase of the truce, now face obstacles regarding Hamas's disarmament, the rebuilding of Gaza, and the establishment of an international peacekeeping presence.
During his meeting with Israeli Prime Minister Benjamin Netanyahu in Jerusalem on Monday, Kushner evaluated the progress of the initial ceasefire agreement. An official representative from the Israeli government stated that their discussions were centered on “phase one, still active, aimed at securing the release of remaining hostages,” while also addressing “phase two, which involves disarming Hamas, demilitarizing Gaza, and preventing Hamas from participating in Gaza’s governance in the future.”
Despite extensive mediation, several crucial issues remain. Hamas has been unwilling to disarm unless a Palestinian state is recognized, while Israel demands full disarmament before any political dialogue or rebuilding can occur.
Adding to this complexity, reports suggest that many Hamas militants are trapped in tunnels beneath Rafah, areas under Israeli control. US special envoy Steve Witkoff indicated last week that Washington could contemplate an amnesty for surrendering militants, potentially serving as a “model” for future reconciliation across Gaza. However, Israel has rebuffed Hamas’s request for safe exit routes.
The initial phase of the ceasefire, which commenced last month, saw some success in stopping most significant hostilities and enabling limited humanitarian aid access to Gaza. In a reciprocal gesture, Israel released 250 Palestinian prisoners and 1,718 unauthorized detainees, along with the remains of over 300 Palestinians. Conversely, Hamas freed 20 hostages and returned 24 dead bodies, although four individuals remain in Gaza.
Since then, both parties have accused one another of breaching the ceasefire. Hamas asserts that Israel has continued minor strikes leading to over 200 Palestinian casualties, while Israel accuses Hamas of procrastinating on the release of remains and hindering aid deliveries.
The Israeli military currently holds more than half of Gaza’s land, with further withdrawals dependent on negotiation outcomes. As discussions prolong, diplomatic insiders caution about a potential de facto division of Gaza, with Israel overseeing one region and Hamas controlling the other.
Arab countries have expressed growing concerns that such a division could solidify, jeopardizing regional stability. Additionally, the Trump administration’s strategy—which notably omits a pathway to Palestinian statehood—faces ongoing critique from global observers.
With nations reluctant to deploy troops for an ambiguous multinational force, and Israel dismissing any involvement of the Palestinian Authority in Gaza's governance, the route to enduring peace remains elusive.
As Kushner engages in renewed diplomatic efforts, experts suggest that meaningful advancement will demand substantial concessions from both sides, alongside a clear, cohesive vision for Gaza’s political and humanitarian future.
