Louise Arbour has officially taken her oath as Canada's new governor general, succeeding Mary Simon, the first Indigenous person to hold the office. The ceremony took place on Monday, firmly establishing Arbour as the representative of King Charles III in Canada. This role involves significant constitutional duties alongside a more ceremonial function.
Chosen by Prime Minister Mark Carney, the 79-year-old legal scholar brings a wealth of expertise in law and international human rights to this esteemed position.
The swearing-in ceremony occurred at Parliament Hill, featuring a performance of "God Save the King" by the Central Band of the Canadian Armed Forces. The occasion was marked by the raising of the Governor General's Flag, symbolizing the start of Arbour's term.
Arbour is renowned globally and domestically for her legal accomplishments. Her impressive career includes roles in the Supreme Court of Ontario, the Ontario Court of Appeal, and the Supreme Court of Canada.
Internationally, she gained recognition as the Chief Prosecutor for the UN's International Criminal Tribunals for the former Yugoslavia and Rwanda, making historic strides in genocide convictions. She also directed the first war crimes indictment against a sitting head of state, a landmark achievement in international law.
Her UN career continued as Special Representative for International Migration from 2017 to 2018.
In her inaugural address, Arbour emphasized the necessity of a rules-based society that respects diverse opinions, asserting their critical role in ensuring Canada’s democratic future.
She also discussed the challenges of artificial intelligence, stressing the need to differentiate between verified information and misinformation in an age of rapid technological progression.
Arbour highlighted Canada's global relevance, noting its vast land area and significant freshwater resources, despite its relatively small population size.
She pointed out the positive global perception of Canada, reinforcing that its resources and democratic foundations place the country in a sustainable position moving forward.
Prior to her appointment, Arbour met with King Charles III at Buckingham Palace, marking a significant moment as she prepares to undertake her duties as his representative in Canada.
Canada, a constitutional monarchy since 1867, sees the governor general as pivotal in the functionality of its democratic governance.
