Debate Surrounds NWT Government's Participation at London Mining Conference

The involvement of Northwest Territories (NWT) Minister of Industry, Tourism and Investment, Caitlin Cleveland, at the international mining conference Resourcing Tomorrow held in London has been termed “critically important.” Three delegates from NWT participated in the five-day conference, with travel and attendance expenses estimated at around $21,000.

Minister Cleveland pointed out that such global industry forums present critical chances to foster direct relationships with investors. She underlined the importance of positioning the Northwest Territories as an appealing, secure, and profitable locale for international mining entities looking to grow their operations.

This international trip has ignited political and public unrest, particularly from Range Lake MLA Kieron Testart, who raised concerns about the prudence of using public funds for overseas investment promotion while the region continues to lack a coherent and dependable mining regulatory structure. He indicated that potential investors prioritize ease of business when considering a jurisdiction.

Despite the Northwest Territories enacting the Mineral Resources Act in 2019, the vital regulations associated with it have yet to be launched. The territorial government anticipates full enforcement of the legislation by 2027.

Former ITI minister, Wally Schumann, remarked that the urgency for attracting fresh investment is increasing as the territory's three diamond mines edge toward closure. He noted, however, that mere marketing isn't sufficient; resolving land claims and securing alignment among Indigenous governments, territorial authorities, municipalities, and communities around shared development objectives are equally vital.

The conference included participation by Tłı̨chǫ Grand Chief Jackson Lafferty, who advocated for Indigenous leadership, environmental care, and development focused on partnerships. He conveyed a strong message that Indigenous communities desire not to be merely observers but to take an active role in the decision-making processes that impact their lands.
