The Progressive Conservative government of Ontario has reached unprecedented levels in public advertising expenditure, totaling $111.9 million as it approaches the snap election in February. This amount surpasses last year's record by $8.4 million, which had already set high standards for provincial ad spending.
In her annual report, Auditor General Shelley Spence highlighted the correlation between the significant spending and the upcoming provincial election, suggesting that much of it aims to showcase the governing party rather than to adequately inform the public about services available.
Critics from the opposition party have accused the government of misusing taxpayer money for political advantage. Ontario NDP Leader Marit Stiles remarked, "Doug Ford is using taxpayers' money to mislead the people, while they face real issues like jobs, housing, and grocery prices. Ontarians deserve a functioning government, not propaganda."
The report pointed out major campaigns, such as those aimed at strengthening partnerships with U.S. officials to avert trade tariffs, which had a budget of $52 million, resulting in $40.1 million spent mainly on television ads. The local campaign titled "It’s Happening Here" faced scrutiny last year for its lack of a public-oriented purpose, appearing instead as a means to enhance the government's image. Importantly, Spence's 2025 findings reaffirmed that this campaign offered no informative content about services, leaning instead towards improving public perception of the current provincial state and inadvertently favoring the ruling party.
Concerns have been raised regarding the rising trend of utilizing public funding for image-building initiatives, especially during election seasons. Analysts have indicated that this could obscure the distinction between governmental communication and political promotion, suggesting a need for more stringent regulations on advertising financed by taxpayer dollars.
The discoveries shared by the Auditor General have spurred fresh discussions on government accountability, fiscal discipline, and the ethical implications of public fund usage in Ontario.
